Nine storey tower for Manly and 500 apartments fast-tracked for Frenchs Forest in this week’s DA Round Up

Before we jump into the DA Round Up, recently, the Housing Development Authority (HDA) recommended two significant housing projects (which would see over 500 apartments fast-tracked for Frenchs Forest) as State Significant Developments.

The HDA was established to streamline major projects, basically fast-tracking large-scale housing proposals. Developers submit their proposed development to the HDA who recommends whether it should be declared SSD. The Minister for Planning then determines if the proposal is in fact worthy of SSD status. If the development is declared as SSD, the project bypasses local council processes and the determination is made by NSW Planning.

Three developments in Frenchs Forest were considered for SSD status.

A proposal for 12-14 Gladys Avenue, Frenchs Forest, to build a 48m high residential building with 113 units (with 15 per cent allocated as affordable housing) was recommended not to be declared as SSD. The Land and Environment Court has already approved the development for 32 apartments under DA2025/1263.

The second proposal at 1, 3, 5, 5a, 7, 9, 9a & 9b Gladys Ave, Frenchs Forest was recommended to be assigned SSD status. The application is for a 10-storey residential building with 290 apartments (with 10 per cent allocated for affordable housing for a period of 15 years).

Finally, a proposal at 116, 118, 120 Frenchs Forest Road West and 11 Gladys Avenue, Frenchs Forest was also recommended to be assigned SSD status. The application is for a single 13-storey tower with 225 apartments (10 per cent allocated as affordable housing for 15 years). A Development Application (DA2024/0499) was approved in 2025 for three residential buildings with 124 apartments.

After years of non-development in Frenchs Forest, which was identified as a key population growth area, particularly for essential workers, the area is now flooded with large-scale development applications. This is in part thanks to the State’s Low to Mid Rise Housing Policy, which allows taller and bigger developments in identified town centres, and the decrease in Northern Beaches Council’s mandatory Affordable Housing Contribution Scheme (from 10 per cent to three per cent).

The development is for the four homes to be demolished and to construct 66 units (17 one-bedroom units, 44 two-bedroom units, and five three-bedroom units.

Seven of these units will be adaptable, and three per cent of the units will be dedicated as affordable housing under Council’s Affordable Housing Contribution Scheme (which, as of November 2025, changed from 10 per cent to three per cent).

There will also be a two-level basement car park, accessible from the west side of Bluegum Crescent. There will be 95 parking spaces, 33 motorcycle spaces, and 150 bicycle spaces.

The height of the building largely complies with the 22m building height limit; however, parts of the building are 24.2m due to a lift overrun and 22.5m to the lobby and WC of the communal rooftop.

The proposal seeks to demolish the existing structures and construct a nine-storey residential building with 23 apartments and a two-level basement parking (for 46 car parking spaces). There will be four two-bedroom apartments and 19 three-bedroom apartments.

The building will include communal open space, including a swimming pool.

The building is within the State-identified Manly town centre. Therefore, while the past height limit was 11m, under the Low to Mid-Rise Housing policy it is now 22m. As five of the units will be allocated as affordable housing under the State affordable housing initiative (which is limited to 15 years as affordable housing), there is an additional 30 per cent height bonus, bringing the building to 28.8m.

This is a State Significant Development and therefore by-passes Council. Further information on the development will be posted on NSW Planning and the application goes through the assessment, which will include an exhibition period where community members can have their say.
