Before we jump into the DA Round Up, the Housing Delivery Authority (HDA) recently recommended eight significant housing projects across the Northern Beaches LGA as State Significant Developments (SSD).
The HDA was established to streamline major projects, basically fast-tracking large-scale housing proposals. Developers submit their proposed development to the HDA who recommends whether it should be declared State Significant. If the Minister for Planning also approves it then the project bypasses local council processes and the determination is made by NSW Planning.
It’s worth noting that there isn’t a lot of details on the below proposed developments. At the moment, they’re more ideas than concrete plans and these may change as they go through the submission stage until they are put on public exhibition.
Over in Narrabeen, 1294 – 1300 Pittwater Road & 2-4 Albert Street has been recommended for a four, six and eight-storey development with 110 units and three per cent affordable housing in perpetuity. Heights would be 25m above the current maximum height controls between 8.5m and 12m.
A proposal for 1307-131 Pittwater Road, Narrabeen has also been given State Significance status and would see a six-storey mixed-use development with a ground floor supermarket, 100 dwellings and five percent as affordable housing over 15 years. Planning NSW has already flagged that the significant height variation (27.5m above the current maximum height of 8.5m) may mean that the development will see lower dwellings and/or affordable housing in perpetuity (instead of for 15 years).
Up in Mona Vale, three developments were recommended as State Significant.
A proposal for 110 dwellings planned for 80 – 86 Park Street, Mona Vale with heights of 22m and ten percent affordable housing.
Another one for 118 dwellings across three to seven storeys planned for 45 – 49 Elimatta Road & 1667 – 1671 Pittwater Road, Mona Vale. Five per cent has been allocated for affordable housing in perpetuity.
Finally, at 6 – 14 Mona Vale Road, Mona Vale, a proposal for 220 dwellings over a 14-storey residential flat building seeing a 48.9m height variation above the current 22m maximum. The tower will have 15 per cent affordable housing over 15 years.
A 16-storey mixed use development has been given State Significant status for 1 Fisher Road, Dee Why which will contain around 115 dwellings, with ten per cent allocated to affordable housing for 15 years. There is a 50m height variation to the current 13m.
In Frenchs Forest, at 122, 124, 126A, 126B Frenchs Forest Road West, a proposal for two buildings (12 and 11 storeys) will see 116 dwellings planned with ten per cent allocated as affordable housing for 15 years. The builings would be 40m above the current 22m height maximum.
Lastly, over in Manly Vale, 14 Koorala Street, a proposal for shop-top housing with 340 apartments has been given State Significance status. Twenty per cent of the apartments would be allocated as affordable housing for 15 years. There are no details on proposed heights, however, the current zoning allows for 11m. A rezoning application will be submitted with the development application.

An amending development application seeking alterations and additions to a previously approved house, its conversion to an attached dual occupancy, two swimming pools and Torrens Title subdivision into two lots. Each dwelling will have three levels, including bedrooms, living areas, a lift and associated service stack, a revised two-car carport and driveway crossover, balconies, decks and terraces. The proposed subdivision would create Lot A (296.2sqm) and Lot B (283.9sqm).

A State Significant Development Application has been lodged by Inca Property Group for the project known as “Dawn” for a 53-apartment residential building.
The SDA proposes demolishing an existing 18-apartment strata building on the 2,679.4sqm site and replacing it with an eight-storey building comprising two- and three-bedroom apartments over three levels of basement parking, with 124 car spaces.
Nine apartments on level one will be delivered as affordable housing and will be managed by a community housing provider for a minimum 15 years.

The site sits within 400 metres of Mona Vale Town Centre, qualifying it for a maximum building height of 22 metres and floor space ratio of 2.2:1. The inclusion of affordable housing entitles the development to a 30 per cent height bonus, lifting the permitted height to 28.6 metres — the height of the proposed building.
Inca Property Group managing director Josh Thompson said the state significant pathway offered “certainty to progress Dawn through to completion.”
Communal facilities will include a pool, sauna, gym and wellness area, with private plunge pools for ground-floor and penthouse apartments.
Inca said it had engaged with local groups including Mona Vale Surf Life Saving Club, Mona Vale Golf Club and the Royal Motor Yacht Club during the design process.
A sales gallery is being fitted out ahead of a planned launch in late 2026.
