RSL LifeCare is proposing a major overhaul of ANZAC Village, locally known as the War Vets, over a period of 15 years. The master plan includes the demolition of the current buildings and the construction of multiple buildings up to eight storeys in height. Once completed, there will be an additional 72,000 sqm of gross floor across the various stages and a maximum provision of up to 1,600 underground and ground car parking spaces.

The development will see a net increase of 430 retirement living and veterans’ homes and a net increase of 50 residential care beds, plus new roads, footpaths, new basement and street parking, at the end of the 15 years. According to the plans, there will be five stages to the development, with the SSD focused on Stage 1.

This State Significant Application is for Stage 1, which is expected to begin in 2027 and focuses on the south-west of the Village.

Up to 131 trees would be removed (RSL LifeCare has said trees would be replaced) and two residential flat buildings up to five storeys will be built. There will also be 122 basement car parking spaces, and 14 ground garage spaces, and 14 on-street parking spaces. The residential buildings will include 78 new one-, two- and three-bedroom Retirement Living homes, seven townhouses with two- and three-bedroom Retirement Living homes, and new community facilities such as a pool, gym and studios plus upgraded paths, roads and landscaping.

The remaining construction plans look like this but would be dependent on approvals.

Stage 2 is expected to begin in 2030 and will see around seven buildings ranging from four to seven storeys.

Stage 3 and Stage 4 are the Town Centre and is expected to begin in 2033 and 2036, respectively. This will see ten buildings ranging between five and eight storeys.

Stage 5 is expected to begin in 2039 and will see two buildings, five and seven storeys.

The NBLPP unanimously approved the revised application.

In 2007, Council approved a development application for the construction of a four-storey shop top housing development, including two levels of basement car parking (with parking for 32 cars), a restaurant, café, shop, café store, lobby and loading dock on the ground floor, with nine residential units on the upper levels.

Since then, there have been several modifications of the original plans and the latest design includes 31 car parking space over two basement levels, a ground-floor restaurant, two cafes and lobby, with 13 residential units across the three upper levels (one x one-bedroom, four x two-bedrooms and eight x three-bedrooms).

This application is another modification request and includes an additional storey with rooftop communal covered space.

The proposed development will be a five-storey shop-top housing development and will include 13 residential units (with three now allocated as affordable housing to be managed by Bridge Housing for at least 15 years). It will continue to include a two-level basement car park with 23 residential spaces, 6 commercial spaces, 13 bicycles spaces, one motorcycle space and two visitor spaces.

On the ground floor there will be one restaurant, one café and one retail shop, plus a lobby.

On level 1, there will be four units (one x one-bedroom, one x two-bedrooms affordable housing unit and two x three-bedrooms).

On level 2, there will be three units (one x two-bedrooms affordable housing unit and two x three-bedrooms).

The application also includes a request to increase the height of the building. The site is zoned for 13m, however, as the development includes affordable housing, there is a height bonus of 30 per cent, which puts the height limit at 16.84m. The communal rooftop exceeds this height limit (at 19.45m) and the developer has put in an additional request.

The NBLPP unanimously refused a multi-stage residential subdivision proposal, which involves subdividing three existing lots into 63 residential lots, one community lot and one residue lot.

Northern Beaches Council recommended that the DA be refused as it found the application lacked information for a proper assessment across several areas. Council also noted that the applicant refused to engage with Council to address the gaps within the application.

The main issue was site access, which Council said the applicant hadn’t satisfactorily addressed. The proposed access route through 8 Forest Road, across Crown Land via a new bridge over Narrabeen Creek, raised questions about owner’s consent, maintenance responsibility and impacts on neighbouring residents.

There were also concerns around environmental and ecological issues, bushfire safety for the proposed development, building height breaches, and subdivision design problems.

A previous development application (N0330/16) was refused by the NSW Land and Environment Court in 2016 because it couldn’t secure adequate vehicular access.
