A development application for the construction of 15 multi-storey townhouses with integrated car parking.

Two of the townhouses (number 14 and 15) will be allocated as affordable housing.

The proposal involves the partial demolition of the existing structures and the adaptive reuse of the retained building as an indoor swimming facility with off-street parking. It will include the construction of a 4-lane swimming pool with associated plant room, reception, parents’ lounge area, change rooms, storerooms and staff amenities.

There will be 25 off-street carparking spaces. The Plan of Management outlines the swim centre will be operating 48 weeks of the year, with hours of Monday to Friday: 7:30am to 7:00pm and Saturday and Sunday 7:30am to 2pm and closed on public holidays.

The State Significant Development Application (SSDA) – which bypasses Council – will include the construction of three six-storey residential flat buildings. There will be 82 apartments, including 10 affordable apartments. There will be separate lobbies, communal open spaces and the construction of a one to three storey basement car park for 164 cars, including 156 for residents, eight accessible spaces, two motorcycle spaces and 27 bicycle parking space.
The site is located within 400m to 800m of the Mona Vale town centre (you can read more about the Low to Mid Rise Housing Policy here). While the zoning allows for a maximum height of 17.5m, the developers opt-in to affordable housing allows them additional height. Therefore, the development’s height will be 21.175m.

There was also an issue with density which has now been resolved. In April 2025, an amendment to the Pittwater LEP 2014 was finalised, which rezoned the site from R2 Low Density to R3 Medium Density. However, the amendment did not abolish the restriction of dwelling density control (this provides a limit of one dwelling per 200sqm, which restricts the site to 30 apartments). In September 2025, the restriction was removed, allowing for more housing density.
