Even more changes ahead for Manly Wharf Arcade and more in the Development Application Round Up

While Manly Observer usually provides a weekly summary of development applications lodged with Northern Beaches Council, as we’ve been enjoying some downtime, this Development Application Round Up is for DAs lodged since mid-December 2025.

It’s a long one with renos planned for Manly Wharf Arcade (the section leading to the ferries) and several development proposals submitted under the State’s Low to Mid-Rise Housing Policy. Plus a fairly large development for Dee Why beachfront.

While every effort has been made to accurately represent the development applications, we recommend clicking the link (the DA number in the heading) which will take you to the relevant council page with detailed information.

Where exhibition periods have not yet been determined at the time of publication, Council is still gathering the required documention needed before notifying relevant parties. Once the exhibition period opens, there will be a link on the DA page for submissions – please refrain from submitting prior to this link becoming available.

The site is located within 400m of the State-identified Warringah Mall town centre, and is zoned as R2 Low Density Residential which allows the building height to be up to 9.5m (as opposed to the previous 8.5m before the Low to Mid Rise Housing policy came into force – more about that here).

Typically, the building height limit is 8.5m, however, as the site is zoned R1 and within 800m of the State-identified Balgowlah town centre, the development is allowed a maximum height of 9.5m. The application includes a request to vary that maximum height for part of the building by an additional 1.275m (around 13 per cent over the height limit).

In 2007, Council approved a development application for the construction of a four-storey shop top housing development, including two levels of basement car parking (with parking for 32 cars), a restaurant, café, shop, café store, lobby and loading dock on the ground floor, with nine residential units on the upper levels.

Since then, there have been several modifications of the original plans and the latest design includes 31 car parking space over two basement levels, a ground-floor restaurant, two cafes and lobby, with 13 residential units across the three upper levels (one x one-bedroom, four x two-bedrooms and eight x three-bedrooms).

This application is another modification request and includes an additional storey with rooftop communal covered space.

The proposed development will be a five-storey shop-top housing development and will include 13 residential units (with three now allocated as affordable housing to be managed by Bridge Housing for at least 15 years). It will continue to include a two-level basement car park with 23 residential spaces, 6 commercial spaces, 13 bicycles spaces, one motorcycle space and two visitor spaces.

On the ground floor there will be one restaurant, one café and one retail shop, plus a lobby.

On level 1, there will be four units (one x one-bedroom, one x two-bedrooms affordable housing unit and two x three-bedrooms).

The application also includes a request to increase the height of the building. The site is zoned for 13m, however, as the development includes affordable housing, there is a height bonus of 30 per cent, which puts the height limit at 16.84m. The communal rooftop exceeds this height limit (at 19.45m) and the developer has put in an additional request.

The Artemus Group has applied for the alteration and additions to the central retail arcade of Manly Wharf, which would include upgrading, reconfiguring and changing the use of all tenancies to food and drink premises.

“The proposed works will improve the retail offering, restore and reinstate heritage significant features and provide for improved public amenity, including additional shelter and areas of respite for ferry passengers. Together, the proposed works, along with other recent DAs, represent Artemus’ ongoing commitment to the improvement of Manly Wharf for all users,” the Statement of Environmental Effects said.

The aim is to create a more cohesive retail environment, while placing all tenancies under the Artemus Group.

It will include consolidating seven tenancies to six, and three kiosks to two, reorganised into four retail zones. There will be flexibility in the tenancies (for example, if an operator wants to combine two tenancies).

It will also include installing a new skylight above the arcade, adding glass sliding doors for weather protection at the entrance, removing existing shopfronts, partitions and internal elements, upgrading the lighting and signage and adding fixed seating and improved ferry waiting areas.

All future tenancies will have a focus on fresh food and artisanal produce, and trading hours will be 6:00am to 1:00am, seven days a week.

In 2023, Brisbane-based Artemus Group bought the wharf long-term leasehold for $80m (and Manly Wharf Bar, now Felons, for $30m) which we covered here.

Their latest renovation of the wharf was the installation of stools and seating, which we covered here.

The Panel unanimously approved the proposal to demolish the existing site structures and the construction of a multi-level storage premises (self-storage facility) with ground floor reception and car parking and both above and below ground storage levels.

The developer’s request to extend work hours on Saturday from 8am to 5pm (instead of 8am to 1pm) for construction and deliveries, and allow demolition and excavation on Saturdays from 8am to 5pm (instead of only Monday to Friday) was approved because of the location being in an industrial zone with no nearby homes.

Warriewood Valley Community Centre, 4 Jacksons Road, Warriewood – Mod2025/0390

During the construction of the Warriewood Valley Community Centre, the developer found dangerous friable asbestos in the ground. To deal with it safely, they had to seal it underground with a “cap and contain” method, which means they can’t dig deep into the soil to do the landscaping required under the original DA (DA2021/0199).

Therefore, they submitted a modification application for three conditions, which all required all landscaping, certification and planting of replacement canopy trees to be completed before anyone could use the building.

They were approved to allow the building to open with a Partial Occupation Certificate (POC) before the landscaping is finished. They will still need to do interim landscaping (like topsoil, mulch, and basic planting) before opening, adopt an Environmental Management Plan before opening to manage the asbestos cap safely, get a Site Audit Statement before the final certificate and submit a final landscaping plan within 12 months to ensure the 63 replacement trees still get planted.

SNPP approved this modification, supporting Council’s above conditions.
