Two multi-million dollar development projects secured unanimous approval from the Northern Beaches Local Planning Panel (NBLPP).
At Mona Vale, the NBLPP signed off on a $4.09 million development for nine four-bedroom dwellings on Rowan Street and Elimatta Road, after the applicant scaled back the original ten-dwelling development in response to Council feedback. In Manly, the Panel also approved a modification to the approved Belgrave Street shop-top housing development, adding rooftop pergolas, making the development even taller.
Meanwhile, a $17.94 million residential flat building is proposed for Warringah Road, Frenchs Forest, with 21 apartments, including four allocated for affordable housing. And in Balgowlah, a $5.9 million four-storey apartment block on West Street goes on exhibition from 3 to 17 September. Its proposed height already exceeds the bonus limit available under affordable housing provisions.

The NBLPP unanimously approved modification to the construction of a shop top housing development including ground floor retail, 24 residential apartments and two levels of basement carparking.

The original DA (DA2023/0987) was approved by the Land and Environment Court in 2024 and has seen several tweaks since. This time, the developer is adding operable pergolas to the private rooftop terraces of three top-floor apartments (401, 402, 403), reconfiguring the rooftop exhaust ducting for the ground-floor commercial kitchen and a handful of minor window/door/awning tweaks to a few apartments.
The modifications increase the building height variation by more than 10 per cent (on an already approved height breach). There are several recommendations which include capping the pergola height at 2.4m to decrease the height breach.

The NBLPP unanimously approved the amended DA for nine four-bedroom dwellings.

Originally, the DA saw ten four-bedroom dwellings with two driveways through the site. However, after feedback from Council, developers amended the DA down to nine dwellings, one driveway and added basement car parking within the plans.

There were also questions regarding whether the site fell within the Low and Mid Rise Housing area (within 800m of Mona Vale town centre). While one site does, the other is beyond the 800m boundary. On 12 December 2025, the Housing SEPP was emended clarifying that if any part of the site is within the town centre’s boundary, then the whole site is considered being within the LMR.
