Manly Life Saving Club DA reopens for feedback, $76 million Ashburner Street State-Significant apartment tower proposed, and Brookvale shop-top housing DA refused in this week’s DA Round Up

An eight-storey, $76 million residential flat building is proposed at 7-25 Ashburner Street, after a State Significant Development application was lodged for 37 apartments, nine of them allocated as affordable housing for 15 years.

At South Steyne, Manly, Council is inviting the community to have another say on the DA to redevelop Manly Life Saving Club, after additional technical documents were submitted.

At 2 Nield Avenue & 137A Woodland Street, Balgowlah, a DA has gone on exhibition for boundary adjustments between the two lots and a new five-apartment building with basement parking for nine cars.

Warringah Golf Club has lodged a modification to its recently approved clubhouse DA, seeking longer trading hours for its dining, function and bar areas, citing a membership surge and community interest since the new clubhouse was approved.

And on the Northern Beaches Local Planning Panel table, shop-top housings at 638 Pittwater Road, Brookvale was refused over conflicts with the still-in-progress Brookvale Structure Plan, a DA for four three-storey dwellings were approved at 27 Brown Street, Forestville despite 32 objections, and a community sports facility for Narrabeen Lakes Sailing Club got the green light at Jamieson Park, Narrabeen.

The new building will have five three-bedroom apartments and basement parking for nine cars. Stormwater infrastructure will be moved as it currently cuts across the site.

Majority of the building will be 9.5m (or two-storeys) but will exceed it in a few locations between 30mm and 235mm due to a lift overrun and part of the upper-level roof at the rear of the block.

Mounties Group has lodged a DA to transform the fenced-off eastern carpark at Harbord Diggers into “a public open space for passive outdoor recreation,” as part of the revitalisation of McKillop Park on the Freshwater headland.

The DA proposes demolition of the existing carpark and a landscape-led renewal of the 4.5-hectare site, including:

  • a nature walk from Lumsdaine Drive to Harbord Diggers
  • sandstone stairs
  • mounded open spaces and communal spaces
  • a ‘Mother and Child’ statue
  • a ‘Whale Lookout’ area
  • addition of Letham’s Memorial
  • upgraded access to, and commemoration of, the ANZAC and Duke Kahanamoku memorials
  • expanded heathland planting

The State Significant Development will include an eight-storey (28.6m) residential flat building in Manly’s State-identified town centre.

The SSD includes demolition of the existing structures across the sites, consolidation of the sites, construction of the building with 37 apartments and two levels of basement car parking for 76 cars. Nine apartments will be allocated as affordable housing for 15 years.

Additional details of the development will follow in coming months.

Northern Beaches Council is inviting the community to review additional information submitted in support of the DA to redevelop Manly Life Saving Club. The proposed design hasn’t changed, but the Independent Consultant Planner assessing the application sought clarification relating to items such as a needs analysis, view and noise assessments and waste, construction and traffic plans, which has been submitted.

Mayor Sue Heins said the additional feedback window reflects Council’s commitment to transparency, and that residents who already made a submission during exhibition don’t need to resubmit, those submissions remain valid and will still be considered.

The DA will ultimately be determined by the Northern Beaches Local Planning Panel, with a hearing date yet to be set.

According to the Club, membership has surged since lodging the DA and there’s been community interest in the new clubhouse. The Club wants to serve early golfers and community members breakfast and coffee, plus have the option of running all-day functions. They argue morning alcohol consumption will be minimal, as the early timings are more about breakfast and therefore won’t impact the noise level in the morning.

The NBLPP refused a DA for alterations and additions to a shop top housing development. The site already has approval for development under two earlier consents.

The refusal is because of the site’s position within the Brookvale Structure Plan, Council’s endorsed vision for the precinct that is currently progressing through the formal Planning Proposal process (you can read more about that here). While the Panel acknowledged the Structure Plan isn’t a matter it’s legally required to consider, it found the DA conflicted with the Plan’s core requirements. These were around affordable housing contribution in perpetuity, street frontage and design. The Panel said they were concerned that if they approved this development, it would set a precedent and undermine the Brookvale Structure Plan.

The NBLPP unanimously approved the DA for the construction of four dwellings over three storeys containing three bedrooms with internal access from each garage. This included a new driveway and four car parking spaces. Council recommended the DA for approval.

There were 32 objections against the development, and none in support. Objectors raised concerns about low-density character, traffic, insufficient off-street parking, and amenity impacts (privacy, construction).

The Esplanade, Narrabeen – DA2026/0489

Determination Level: Northern Beaches Local Planning Panel

Determination: Approved

The NBLPP unanimously approved the Council-lodged application for a single-storey community sports facility at Jamieson Park in Narrabeen.

The development includes removing 11 trees and some concrete areas, plus temporary amenities, bins and picnic tables during construction. Narrabeen Lakes Sailing Club will be the anchor tenant, with boat storage and ancillary facilities in the western part of the building. It replaces a previous sports amenity building lost to fire in 2021.

There were 76 submissions for the DA, with 67 in support of the application.
