The Land and Environment Court has approved a 10-apartment development at 35 Lodge Street & 138 Griffiths Street, Balgowlah, despite 117 objections to the original plans and a further 57 after amendments. Residents told Manly Observer they were gutted to see it approved for their leafy street. The applicants were far more chipper about the decision, with a large ” approved” sign spotted out front soon after the decision was made.
The Northern Beaches Local Planning Panel unanimously approved nine Specialist Disability Accommodation units at 70 Delmar Parade, Dee Why, and a modification to the shop top housing at 1749-1753 Pittwater Road & 4 Bungan Lane, Mona Vale, which removes a basement level and cuts parking from 88 spaces to 58. But the panel refused the 17-lot subdivision at the former Narrabeen RSL Club site at 116 Nareen Parade, North Narrabeen, with flooding the key concern.
On DA’s submitted this week, a $27 million multi-level self-storage facility is on exhibition at 10D, 12-12A and 12C Ponderosa Parade, Warriewood. In Manly, a DA at 34-35 South Steyne would turn a commercial level of a shop-top development under construction into a three-bedroom penthouse.
Over on 11 Narrabeen Street, Narrabeen, a DA for a floating inflatable water activity circuit has been submitted for kids aged four to 12 years old.
Separately, Council is also seeking feedback on its concept plan for Shelly Beach Reserve, with works to be completed in 2027. Submissions close Sunday 22 November 2026 (check it out here).
Manly Observer provides a weekly summary of development applications lodged with Northern Beaches Council in the last week in alphabetical suburb order. Approvals on large-scale developments are at the end.

The developer appealed to the LEC after Council failed to decide the application within the required time.
A conciliation conference failed in June 2026, and a hearing was held in September 2026, however, by then, Council and the developer had come to an agreement on amended plans.
The hearing continued as a decision by the LEC had not been made and Council wanted to ensure residents who objected to the proposal had every opportunity to have their say.
There were 117 objections and two submissions in support of the original application, and a further 57 objections after amendments were made to the plans.
Manly Observer reported on the development in its Autumn newspaper (you can read it online here). The DA is to construct two residential flat developments with a total of 10 apartments and a basement car park.

The site is within the State-identified Balgowlah town centre, under the Low and Mid Rise Housing policy which allows taller buildings and overrides local planning laws.
Typically, the building height limit is 8.5m, however, as the site is zoned R1 and within 800m of the Balgowlah town centre, the development is allowed a maximum height of 9.5m. The application included a request to vary that maximum height for part of the building by an additional 1.275m (around 13 per cent over the height limit). The LEC approved the height variation.

The LEC also ordered other amendments around floor space ratio, setbacks and privacy, overshadowing, tree removal, traffic and excavation.

The NBLPP unanimously approved the application made by Manly House Foundation, a non-for-profit social housing provider.
The DA is for the construction of Specialist Disability Accommodation (SDA) incorporating nine Independent Living Units (ILU’s) and associated parking.

The SDA units (four one-bedroom units and five two-bedroom units) are designed to provide long-term disability accommodation for people with extreme functional impairment or very high support needs under the High Physical Support SDA Design Category.
There will be two separate buildings. Building A with a ground floor Class 7a car park (Level 0) and two residential storeys; and Building B with three residential storeys (Levels 1 – 3).
1749 – 1753 Pittwater Road & 4 Bungan Lane, Mona Vale – Mod2026/0228
Cost of Work: $16,066,943
Determined: 21/10/2026
Determination Level: Northern Beaches Local Planning Panel
Determination: Approved
The NBLPP unanimously approved a modification to an already approved development for shop top housing.
The changes include removing Basement level 2 which will reduce the car parking from 59 residential, 17 commercial and 12 visitor spaces (88 in total) to 42 residential, 16 commercial and no visitor spaces (58 in total). Other changes included lowering the Pittwater Road frontage to near street level, with a flood gate, which puts retail and the lobby below the flood planning level. Communal open space was also reduced and the wintergardens redesigned.
In its determination, the NBLPP added the rooftop communal open space is to be extended north, west and south to 1.5m from the roof edge.
116 Nareen Parade, North Narrabeen – DA2026/0264
Cost of Work: $4,626,148
Determined: 21/10/2026
Determination Level: Northern Beaches Local Planning Panel
Determination: Refused
The NBLPP refused the redevelopment of the former Narrabeen RSL Club site, as per the recommendations from Council.

Key concern was around flooding (as other issues like biodiversity, contamination, heritage, traffic, etc) was able to be resolved.
The application was to subdivide one lot into seventeen lots with one community lot.
A lot has been happening in developments this week, catch up on the latest:
