Manly Life Saving Club DA submitted at long last, and more in this week’s Development Application Round Up

Manly Observer provides a weekly summary of development applications lodged with Northern Beaches Council in the last week.

After an over two-year consultation, investigation and design process, Northern Beaches Council has lodged the Development Application to replace the current Manly Life Saving Club building with a new purpose-built facility to support over 3.5 million annual visitors to Manly Beach.

This development application seeks approval for the following:

  • Demolition of the existing Manly Life Saving Club (LSC) building constructed in the 1980’s;
  • Site preparation and infrastructure work, including tree removal; and,
  • Construction of a new three-storey LSC within the subject siting of the existing building.

The proposed development, which increases the overall footprint by approximately 10 percent, will include a ground floor with a large central storage area (rescue and first aid equipment, boats, boards, etc.), and entry foyer facing the beach, a small kiosk, public toilets and change rooms, and lifeguard storage area and additional toilets/change rooms at the far end.

On the first floor, there will be training rooms, a gym, an office, storerooms, a kitchen/bar and a large multi-purpose hall.

On the second floor, there will be lifeguard facilities and a club room with toilets.

The existing three car parking spots will be reduced to two, and there is no enclosed or basement parking within the plans.

The ground floor is shifted to the north to avoid a sewer line and the façade is inspired by the banded sandstone cliff faces found throughout the Manly peninsula.

“The proposed DA seeks to service the needs of all the diverse user groups within the highly constrained site and provide a modern, fit for purpose facility for the future, inspired by its history and natural sandstone surroundings,” Mayor Sue Heins said in a statement.

“While we don’t currently have the full funds to deliver this project, an approved DA provides many more opportunities to secure additional grant funding to complete the project.”

The DA will ultimately be assessed by the independent Sydney North Planning Panel.

Council said community and stakeholder feedback resulted in some alterations to the original design including improved disability access, wider thoroughfare at the Marine Parade pinch point with additional undercover space on the beachside, better emergency vehicles access and a partial upper floor set back against the cliff face providing Council’s professional lifeguards improved line of sight.

The proposal is to upgrade and improve the existing Woolworths supermarket amenity by providing facilities for customers to pick up ordered products, improving customer service and convenience. This DA proposes the following works to be carried out: a new undercover grocery loading zone for customers in the existing covered car parking area, including additional line marking to assist in loading goods into customer vehicles; new Direct to Boot servicing hub within existing covered car parking area; new hoist access from the existing upper-level supermarket area above to new Direct to Boot servicing hub; and, new identification signage at the new Direct to Boot location.

1427 Pittwater Road, Narrabeen – DA2025/1421

A DA for the use of vacant land at 1427 Pittwater Road, Narrabeen, as an outdoor seating area in association with the adjoining H2O café at 1431 Pittwater Road.

It will include nine bench seating with umbrellas (seating for 54 persons max.), three central round seating areas with umbrellas (seating for 18 persons max), and a screen fence for the bin storage area.

The proposed hours of operation are consistent with H2O Café: 7am – 10pm Monday to Thursday, 7am – 12am Friday and Saturday, and 7am – 10pm Sunday.

H20 café will apply to extend its existing liquor licence to allow consumption of alcohol in the food and drink area.

An existing door from the H2O kitchen will service the proposed outdoor seating area.

Employment will be up to 15 staff in full and part-time capacity.

The existing H2O café has approval for a moderate 60 seats (DA2015/0980). The proposed development will increase this by an additional 72 seats.
