The NBLPP unanimously approved the application for a seniors housing development with 10 independent living units and basement parking.

A previous application (DA2024/0044) was refused due to the proposed footpath to bus stops was too long, unsafe and poorly designed, no visitor car space were provided when at least four are required, accessibly parking spaces were blocked by garage doors and there wasn’t enough details about the footpath construction and impacts on trees.
Within this application, a new footpath has been designed which meets requirements with an added bench seat. Three visitor parking spaces have been added to the basement car park and the accessible parking design has been fixed. Ten trees will be removed due to the new footpath.

The NBLPP unanimously approved the application to convert a ground floor space in an existing mixed-use building (Jardin) into a childcare centre for up to 69 children. The centre would have capacity as follows: 16 babies (0-2 years old); 19 toddlers (2-3 years old); and 34 children (3-6 years old).

It would include outdoor play areas with equipment, fencing, and covered spaces and operate Monday to Friday, 7:30am to 6pm, with up to 12 staff members. There would be 17 basement parking spaces (nine for drop-off/pickup and eight for staff).
A total of 49 submissions were received by Council. Concerns expressed within the submissions were traffic and parking issues, noise levels, site suitability, landscaping plans, bushfire risks, light glare and reflection and whether purchases of the new development (above the child care centre) were notified of the child care centre prior to purchasing the properties.

The Sydney North Planning Panel unanimously approved the modification to DA2020/0393.
The Panel found the proposal was consistent with the Development Control Plan’s objectives. They agreed with Council’s assessment that the modified development is substantially the same as the originally approved development.
The original DA proposed the construction of a shop-top housing development with retail premises, 47 apartments and basement car parking.

The modifications are:
On Basement Level 4, relocate the residential car park to this level, relocate storage cages and minor adjustments to the lifts.
On Basement Level 3, relocate the retail car park to this level, install a new lobby and escalator to Basement Level 2’s piazza, and relocate bicycle storage.
On Basement Level 2, install an enclosed glass structure for a new escalator, replace fixed glass retail shopfronts with sliding folding doors, relocate the mail room, split retail 09 into three separate tenancies and reconfigure planter boxes.
On the Ground Floor, split retail 03 into three separate tenancies.
On Level 1, remove the lift overrun and reconfigure the layout of Unit L1.11 to include a new dining room.
There was one submission against the DA, however Council noted the objection raised concerns that relate to a separate, concurrent modification application lodged with the Land and Environment Court, which involves an additional six units beings located on Level 1 and 2.

The NBLPP unanimously approved the modification to an existing approval (DA2024/0013) for alterations and additions to the North Narrabeen Surf Life Saving Club. These include adjustments to construction staging, café upgrades (new glass screen wall and bi-fold doors for better space flexibility, replace existing flooring with new vinyl plank flooring, new hardwood timber deck, stairs and handrails in western café area and new light grey metal roofing over café deck), and some material changes.

During the exhibition period, no submissions were received.
53A&B Warriewood Road, Warriewood – DA2024/1079

This application has been referred to Northern Beaches Local Planning Panel as Council is the landowner.
The NBLPP has conditionally approved the development. The developer must provide evidence the site has been cleaned up according to an environmental remediation plan. They must enter a formal agreement with Council to contribute a new bus shelter on Warriewood Road, shared walking/cycling paths and Narrabeen Creek restoration work. Finally, the developers must get legal permission from the owners of Pheasant Place (as the development proposes to use the private road reserve) and also create a formal easement (right of access).
The developer has two years to meet these conditions before the approval expires, and a minimum of 31 dwellings must be provided on the site. Once the conditions are met, Council will issue the final consent.
Essentially, this is a major residential subdivision that will create 31 new home sites in Warriewood, with significant infrastructure requirements and environmental protections.
The proposal is in four stages. Stage 1 will create nine residential lots plus community areas. Stage 2 will create eight lots. Stage 3 will create 11 lots.

Infrastructure works include extending Lorikeet Grove Road through the site, building new private roads within the development, installing stormwater drainage and management systems, adding a bus shelter on Warriewood Road, creating pedestrian paths and shared pathways and removing 41 trees.
Three submissions from the community raised concerns about traffic and parking impacts, waste collection impacts, stormwater impacts on neighbours and tree removal.
