Forestville RSL gets approved, Felons Seafood proposed renos, Flower Power in Terrey Hills apply for a fruit shop and pet shop addition and more in this week’s Development Application Round Up

Manly Observer provides a weekly summary of development applications lodged with Northern Beaches Council in the last week.

This tenancy was previously known as The Bavarian, which closed in April 2025. The proposed works are to enable a continuation of the existing approved restaurant use, under new management, branding and food offering.

The proposal seeks alterations and additions to the existing approved restaurant tenancy, to support a change of management, branding and food offering, to be known as Felons Seafood. There is no change of use or alterations to any of the existing approved operational aspects of the current approved restaurant, including hours of operation.

Proposed works sought under this DA will support existing refurbishment works already approved at the site under CDC-2025/0338.

The proposed development comprises external alterations and additions including:

  • Removal of existing outdoor paving within the boundaries of tenancy 2-5 and tenancy 6-7, to be replaced with new paving.
  • Installation of new timber frame door at the tenancy entrance addressing East Esplanade, to be painted white.
  • Painting of existing window frames to white.
  • Installation of outdoor sofit mounted electric heaters.
  • Installation of operable awnings to the southwestern side of the tenancy. Awnings to be white metal framed with white shade fabric. The awnings are 2.4m in depth and are situated 2.425m from the ground.
  • Installation of mechanical fan and ductwork to the rooftop. The proposed plant is dimensioned approximately 2,800mm x 1,400mm.
  • Construction of a roof top screen to conceal mechanical equipment with cladding and paint to match existing.

The proposal also includes internal alterations associated with the installation of a solid fuel heater and a solid fuel oven within the tenancy.

The DA seeks consent for the boundary adjustment of six lots to provide for the Torrens Title subdivision of the parcel into eight lots.

This application seeks consent for the proposed subdivision and boundary adjustment works to be carried out in two distinct stages. Stage 1 will include boundary adjustments and subdivision and Stage 2 will include demolition of the existing dwelling at 1178 Barrenjoey Road and subsequent resubdivision of Lot 3 into two lots to incorporate Proposed Lot 8 with associated reciprocal rights of carriageway and right for drainage and services. The application will also seek to demolish the existing dwelling and associated structures within 1178 Barrenjoey Road, which will be undertaken as Stage 2.

  • A new entry/exit off Cooyong Road to provide access to the new parking area.
  • Upgrade of the existing entry/exit off Myoora Road.
  • Provision of 100 additional parking spaces, resulting in a total of 227 parking spaces.
  • Removal of 48 trees (43 of these trees are exempt).
  • Signage on the new building and a pylon sign on the Myoora Road frontage to identify the new uses on the site.

The Sydney North Planning Panel has unanimously approved the construction of Forestville RSL involving demolition works and the construction of a registered club and seniors housing, comprising 52 independent living units (down from the original 55) and ancillary uses.

Northern Beaches Council recommended the approval of the DA to the Panel who concurred with Council’s assessment. They added that the development supported NSW Government’s priorities to deliver well-located housing, that the bulk and scale of the buildings would maintain an appropriate visual relationship with the existing surrounding low density residential character, is permissible under the Low to Mid Rise Policy, and the proposed apartment mix, size and layout satisfies the objectives of the Housing SEPP and Apartment Design Guide.

Forestville RSL CEO, Ian Thomson said the redevelopment aligns with the Club’s commitment to diversifying income, improving club facilities, and building on its capacity to grow community support.

“The redevelopment reflects the same foresight our founders demonstrated 66 years ago,” Mr Thomson said.

“We are acting now to protect the financial wellbeing of the Club and ensure we remain a vibrant centre for the local community. Most importantly, we are proud to achieve this without selling any of our land or relinquishing local control of our club”.

Of the 62 submissions received during the exhibition periods, only two were in support of the DA. There was also a petition which was signed by 1,139 community members against the development.

Individuals raised concerns about the DA being inconsistent with the surrounding low-density residential character, social impacts, public safety, residential and public amenity impacts, traffic impacts, construction impacts and inadequate transparency/public consultation between the RSL Club and RSL members (we covered this earlier this year which you can find here).

“The Panel considers that concerns raised by the community have been adequately addressed in the Assessment Report and amended conditions of consent and no new issues requiring assessment were raised during the public meeting,” the determination minutes read.

“The Panel notes several non-planning issues were raised during the public meeting and the Panel in coming to their decision have focused on planning-related matters.”

The development will be carried out in two stages.

Stage 1 will include the construction of a three-level basement car park, the construction of a three-storey mixed use building containing the registered club on the ground floor and two storeys of 16 independent living units, landscaping, driveway and pedestrian access points.

Stage 2 will include the demolition of the existing registered club, the construction of a two-level basement car park, the construction of 36 independent living units across three separate three-storey building, landscaped open communal space, vehicle crossing to the basement and pedestrian access points to the residential areas.

Amendments to the plans were also noted in the Panel’s minutes. The biggest one is the public toilets adjacent to the indoor gaming room within the RSL must be amended to ensure the female and male bathrooms are physically separated by a dividing wall and seperate entrances (the original plans had a unisex style toilet).

Forestville RSL told Manly Observer they had made design refinements across the retirement village and Club after consultations with Northern Beaches Council prior to the Panel’s determination. These include an increase in outdoor green space, aimed at better catering to families and children, relocating the entrance to the underground car park to the eastern side to improve traffic flow and access with prompted a reconfiguration of the overall underground car parking layout.

As for the operation, the Club has an unrestricted trading hours Liquor Licence, however the Club trading hours are Sunday to Wednesday, 11:00am to midnight and Thursday to Saturday, 11:00am to 3:00am. All outdoor dining areas (excluding alfresco gaming areas) must be vacant after 10:00pm, however, smokers can still use these areas as long as there are no more than 10 at a time.

Forestville RSL Club members will vote on the proposed development in a General Meeting planned for October. Forestville RSL said an Information Memorandum will be shared with all members.
