The application is for the subdivision, stratum subdivision and strata subdivision of the Ivanhoe Hotel, bottle shop and neighbouring retail and residential block. At the moment, these three buildings are over three lots, and the subdivision is to subdivide them into two blocks.

The proposed two lot subdivision will see:

Lot 100 will be 19-21 The Corso and will include a mixed-use retail and residential building. This Lot will be further subdivided into a building stratum subdivision to separate the retail ground floor (Lot 2) from the residential three upper floors (Lot 1). Lot 1 will be further strata subdivided into 10 residential units (which is the current set up).

Lot 101 will be 23-27 The Corso and will include the Ivanhoe Hotel and bottle shop.

A scoping report has been prepared for a State Significant Development for the demolition of all existing structures, site clearing and the construction of an eight storey residential flat building containing 53 apartments (with a mix of two-, three-and four-bedroom units) and three basement levels (containing 131 parking spaces, including 19 visitor spaces).

Units on level 1 will be dedicated as affordable housing for 15 years, equating to nine units.

Communal space on the ground floor will include a swimming pool, sauna, amenities rooms, BBQ and outdoor furniture.

The proposed development will be within the State identified Mona Vale Town Centre (within 400m walking distance) and therefore the site is permitted a maximum building height of 22m (six storeys) and 2.2:1 floor space ration (FSR). As the development includes affordable housing they are allowed a 30 per cent increase in height, taking the limit to 28.6m which is the height of the proposed development.

Determination: Refused

Despite being recommended for approval by the Northern Beaches Council, the Northern Beaches Local Planning Panel unanimously refused the application by Long Reef Golf Club for the redevelopment of their club.

NBLPP had several reasons for refusing the application, including that the building would be too big and bulky for the coastal setting on community-owned land and the application was incomplete with the Panel requiring further information on the development for the application to be considered properly.

Ben Russell, General Manager of Long Reef Golf Club, said the 60-year-old clubhouse was no longer fit for purpose and their goal remains to create a modern, sustainable asset for the Northern Beaches.

“While we are still reviewing the formal determination, we would like to highlight that the Northern Beaches Council’s professional planning staff supported the proposal and recommended it for approval to the NBLPP,” he added.

“Their recommendation followed an exhaustive assessment process and reflects the project’s alignment with local planning controls and its significant community benefit.

“The Panel’s determination primarily identified a need for further technical information and clarification on specific site details.

“We have already addressed the majority of these items within our comprehensive submission and technical reports.

“We are confident that through the review process, we can provide the necessary clarity to demonstrate the project’s compliance and long-term benefit.”

Determination Level: Northern Beaches Local Planning Panel

Determination: Approved

NBLPP unanimously approved the development application for the construction of a residential flat building.

The proposed development added eight units over an additional two floors to the previously approved DA2023/1821. Therefore, the now-approved DA will include a residential flat building with 48 units. Within the three-level basement carpark, there will be 66 underground residential car spaces (including six visitor spaces and EV charging).

There will be a total of five one-bedroom units, 15 two-bedroom units and 28 three-bedroom units.

Of the 48 units, 14 units will be dedicated to affordable housing. Eight will be dedicated to the State under the Low to Mid Rise Housing, and six units will be dedicated to Council’s affordable housing contribution scheme.
