This Week’s Council Development Applications

Welcome to our first edition of Manly Observer covering development applications lodged with Northern Beaches Council in the last week.

Our aim is to provide a regular summary of the proposed building works on the Beaches. While every effort has been made to accurately represent the development applications, we recommend clicking the link (the DA number in the heading) which will take you to the relevant council page with detailed information.

101 North Street, North Manly – DA2025/0022

Exhibition period: 17/02/2025 – 17/03/2025

Cost of Work: $18,546,000

The development application proposes the demolition of the existing building and construction of a five-storey residential building with basement parking, plus landscaping.

There would be seven apartments in total: one four-bedroom apartment and six three-bedroom apartments, with 14 parking spaces: eight will be mechanical car stackers and four will be in a tandem arrangement.

150 Allambie Rd, Allambie Heights – DA2025/0043

Exhibition Period: 13/02/2025 to 27/02/2025

Cost of Work: $880,000

The current property is a single storey brick building with an attached garage and carport located in front of the dwelling. There is also a swimming pool and secondary dwelling at the back of the property.

The proposed construction is to alter and add to the existing building including a first floor. The lower level will include a guest bedroom, powder room, kitchen/dining/living, rumpus room, double garage and internal access to the first floor. The first floor will include four bedrooms (including master bedroom with walk-in-robe), two bathrooms (including master ensuite), media room and rear balcony. External works include new double garage, front fence, from access steps, rear BBQ area and replacement of covered rear entertaining area.

41 Ferguson Street, Forestville – DA2025/0037

Exhibition Period: 13/02/2025 to 27/02/2025

Cost of Work: $1,936,000

The proposal is to demolish the existing building and construct a two-storey, dual-occupancy (attached), each with their own plunge pool and back garden.

The site is zoned R2 ‘Low Density Residential’ but can seek Council’s consent for a dual occupancy development under State Environmental Planning Policy (Housing) 2021.

The building will include a lower ground floor with double garage with turntable (for forward exit), store rooms, bin storage, foyer room water closet, staircase and lift. The ground floor will include a guest room with bathroom, kitchen/dining/family room and laundry. The first floor will include street-facing balconies, master bedroom with ensuite and walk-in-robe, two additional bedrooms, study and bathroom. External works include a single driveway, 9KL plunge pools, rear facing patios and landscaping.

15 Playfair Road, North Curl Curl – DA2025/0012

Exhibition Period: 14/02/2025 to 28/02/2025

Cost of Work: $797,500

The proposal is to demolish the existing detached studio and to alter and add to the existing single storey building at the rear of the building. The completed building would consist of four bedrooms (master with walk-in-robe and ensuite), games room, study, kitchen, dining/family room, laundry and double garage. A tiled patio and hardstand area will be constructed at the rear of the addition.

2 Howell Close, Newport – DA2025/0056

Exhibition Period: 14/02/2025 to 28/02/2025

Cost of Work: $438,711

The proposal is to undertake minor modifications to the ground level and to add a second level. The ground level alterations to the existing building include: constructing internal stair access to the upper level and internal access to the existing double garage. The upper level alterations include a master bedroom (with walk-through-robe and ensuite), additional bedroom, living room and wet bar opening out onto a tiled deck facing the street.

82 Anzac Avenue, Collaroy – DA2025/0036

Exhibition Period: 14/02/2025 to 28/02/2025

Cost of Work: $261,679

The proposal is to relocate the kitchen from the ground floor to the first floor to be in line with the main living space and external additions to the back garden.

The ground level will include removing the existing kitchen and converting it to a fourth bedroom, relocating new stairway to first floor level and a new external door to the existing laundry. The first floor level will include demolish a bedroom to construct a kitchen, establish a new deck area with 1700mm privacy screen on the west side, new pool fencing, new staircase to ground level and new windows to existing living area overlooking the pool.

10 – 28 Lawrence Street, Freshwater – DA2025/0077

Exhibition Period: 14/02/2025 to 14/03/2025

Cost of Work: $34,523,329

The proposal is to demolish the existing buildings (including shopfront and rooftop car parking) and construct a four-storey shop-top housing development with 1,379m2 of retail floor space across four to nine tenancies (subject to future fit out) including signage and 3,299m2 of residential living, including 522m2 of affordable housing, across 30 residential apartments.

The apartments will include six one-bedroom apartments, 15 two-bedroom apartments and nine three-bedroom apartments. There would also be rooftop communal open space and a bilevel underground basement with 44 residential car spaces and an additional 62 retail car parking spaces. In addition, it’s proposed to have a 268m2 public plaza on Lawrence Street.

The apartments marked for affordable housing will be six apartments, including three one-bedroom, three two-bedroom.

32 Bellara Avenue, North Narrabeen – DA2025/0044

Exhibition Period: 14/02/2025 to 28/02/2025

Cost of Work: $1,150,000

The property is a subdivision of 66 Powderworks Road and 31 Bellara Avenue, North Narrabeen. The construction of a new stepped two storey home over the garage is proposed. The lower ground floor will include a double garage, entry, mudroom, laundry and internal stair access to the ground level and a vertical passenger lift. The ground floor will include three bedrooms, lounge, linen room, bathroom, separate powder room, an external southern deck and stair and lift access. The first floor will include the master (with ensuite and walk-in-robe), retreat, powder room, kitchen/living/dining, butler’s pantry, east facing deck and stair and lift access. There will also be a driveway with a turning area with access from Bellara Avenue and landscaping.

10 Bangalley Way, Avalon Beach – DA2025/0051

Exhibition Period: 14/02/2025 to 28/02/2025

Cost of Work: $199,100

The proposal includes the construction of a new hardstand (for the carport), carport and internal driveway to connect carport to exiting driveway. It also includes a 30m2 garage-top studio addition to the existing garage, external stairs in an existing internal corridor to access the studio level.

728 Barrenjoey Road, Avalon Beach – DA2025/0019

Cost of Work: $231,000

The current building is a detached single-storey home. It is proposed to construct a second storey to the existing building. The plans indicate the ground floor plan will be altered to include a master bedroom with ensuite and walk-in-robe, laundry, powder room, tv room and the addition of a deck. The additional upper level will include three bedrooms and a bathroom with internal stair access.

23 A Valley Road, Balgowlah Heights – DA2024/1813

The proposal is to change the use of a garage area to a habitable bedroom space with internal access stairs.

151 Alfred Street, Narraweena – DA2025/0083

The proposal is to construct a single-storey carpark at the end of the driveway near the existing home.

84 Lagoon Street, Narrabeen – DA2025/0063

The proposal is to construct a new home and pool, while maintaining the existing Grany Flat. The new home will include a triple garage basement; on the ground floor there will be three bedrooms, rumpus room, family room, laundry, pool and outdoor living space; on the first floor there will be a master bedroom, office, living/dining/kitchen and terrace.

136 Fisher Road North, Cromer – DA2025/0049

Cost of Work: $47,685

The proposal is to demolish the current single storey home and construct a dual occupancy. Each unit will have three bedrooms, kitchen, dining, laundry and living area. One bedroom in each unit will have an ensuite. Unit 1 will be at the front of the property, with Unit 2 at the rear. There will be two car spaces per unit with Unit 2 using a tandem carport and Unit 1 stable cars parking.

33 Undercliff Road Freshwater – DA2025/0082

Cost of Work: $2,697,532

The proposal is to demolish the current two-storey building and construction of dual-occupancy with a swimming pool for each residence.

Each unit will consist of: Garage floor will include entry, two tandem car spaces, laundry, wine cellar, services room and lift and stairs; Ground floor will include master bedroom with walk-in-robe and ensuite, three additional bedrooms, bathroom, separate powder room and lift and stairs; First floor will include open living/dining/kitchen with deck and BBQ, powder room and lift and stairs; Second floor will include lift and stairs to a second living area with deck. There will also be a new separate driveway and crossover to Undercliff Road, a swimming pool and an outdoor shower in each back garden.

133 Starkey Street, Killarney Heights – DA2025/0095

Development approval is sought for the use of the carport as a car parking space.

15 Manly Road, Seaforth – DA2025/0096

Cost of Work: $605,000

The development application is to alter the existing building and to add a swimming pool and spa. On ground level, there will be a new swimming pool and spa at the front of the property, a partial increase in garage roof height to allow for a third vehicle to be parked in an elevated stacker at the rear of the garage. There will also be a new balcony at the front, a new entry lobby, a new kitchen, new laundry, an extension of the bathroom, an extension of 4th bedroom and a new patio at the rear of the building. The first floor will include a balcony off the 2nd bedroom and an extension off the 2nd bedroom to include an ensuite and walk-in-robe, new 3rd bedroom with bathroom at the rear, and a new balcony at the rear.
