Before we dive into development applications, a few things are happening in the development world.
First, the NSW Government is proposing to “streamline” the community participation process (where DA’s go on exhibition and community members can raise concerns).
Currently, there are more than 100 different community participation plans across NSW, and the government is proposing to replace these with a single statewide plan.
“The move to a single statewide Community Participation Plan (CPP) will make consultation requirements clear and consistent and ensure everyone has an equal opportunity to shape the communities where they live and work,” a spokesperson for the Department of Planning, Housing & Infrastructure told Manly Observer.
The CPP is in draft form and, at this stage, is for discussion purposes (feedback closed on Wednesday 3 June 2026 at 5pm).
If accepted, low-impact developments, like single- or two-storey homes, will be exempt from notification and exhibition.
Another proposed change is around residential flat buildings and shop-top housing. The plan is to exempt these from notification and exhibition where LEP (Local Environment Plans) and DCP (Development Control Plans) controls are met. In short, if either of these types of buildings meet development criteria (for example, don’t go over the height limit, or over the setbacks), adjoining neighbours won’t find out until seven days before work starts when they’ll be issued with a pre-commencement notification.

Another update is that, this month, Property and Development NSW will launch a Registration of Interest campaign to see who in the private sector can come up with a proposal for Frenchs Forest town centre to squeeze in the most affordable housing.
The former Frenchs Forest High School site, allocated as the new Frenchs Forest town centre, was declared as surplus land following a NSW Government land audit and will become a mixed-use town centre with up to 1,000 new homes, up to 12 storey towers (similar height as the neighbouring Northern Beaches Hospital), and commercial and public green space.
Under Northern Beaches Council’s Frenchs Forest 2041 Place Strategy, a non-negotiable 15 per cent of those homes will be affordable housing in perpetuity (i.e. forever).
“The former Forest High School site will be transformed into a revitalised town centre… most importantly, at least 150 of [the 1,000 new homes] will be dedicated to affordable housing for key workers including frontline health staff working next door at Northern Beaches hospital,” Minister for Lands and Property Steve Kamper said.
“We are laying down the challenge to housing providers: the more affordable housing you can deliver, the stronger your proposal will be.”
