The State Significant Development Application (SSDA) is to build a neighbourhood centre with 58 townhouses, and a low residential building with 72 apartments (five one-bedroom apartments, 37 two-bedroom apartments and 30 three-bedroom apartments).
The site is 3.27 hectares and, according to the documents uploaded as part of the initial stages of the SSDA, is one of the largest vacant sites in private ownership in the Cromer and Dee Why area. The proponent of the SSDA is EG Funds Management Pty Ltd (an Australian independent real estate investment platform).
The application seeks a rezoning request from the current E4 General Industrial to R3 Medium Density Residential and to increase the maximum permitted height to 18-22 metres. The vacant site (as per the image below) has an industrial area on one side and a residential area on the other (across the road) and above.
The townhouse section of the neighbourhood centre, which is on the side closer to residential homes along Campbell Ave, would be two to three storeys, while the residential building, which borders the industrial side, would be six storeys.
The residential building would include 112 residential parking spaces and 14 visitor spaces and the townhouses would include 116 residential parking spaces and 12 visitor spaces.
Cromer isn’t subject to any affordable housing scheme (as it falls outside the State’s defined town centres and isn’t subject to any Council scheme); however, the development will allocate five to seven per cent as affordable housing or monetary contribution.

While the detailed design is in the process of being finalised (as this is a scoping report submitted as part of the State Significant Development Application), at the time of publication the SSDA will request the construction of three new residential apartment buildings up to ten storeys (or 32m) high.
This site is within the Frenchs Forest town centre which as allocated by the State Government allows for taller buildings in exchange for affordable housing contributions. You can read more about the Low to Mid Rise Housing policy and Northern Beaches town centres here.
Within 400m of the town centre, which this development falls in, residential flat buildings up to 22m will be permitted in R3 Medium Density Residential zones. An additional 30 per cent in building height is available if the developer contributes to the State’s ten per cent affordable housing levy. That takes the building height to 28.6m.
While the DA doesn’t seek to change the R3 Medium Density Residential land zoning, it will seek to amend the floor space ratio and height controls as both would be exceeded by more than 20 per cent.

There will be approximately 205 apartments in one-bedroom, two-bedroom and three-bedroom formats.
There will also be basement car parking and affordable housing as prescribed by both Council and State requirements.

Current hours of operation are: Monday and Tuesday: 7:00am to 5:00pm; Wednesday to Saturday: 7:00am to 10:00pm; and Sunday: 7:00am to 7:00pm. The service of alcohol will be dependent on the conditions of the relevant liquor licence.

The proposal seeks consent for a series of works to the shopfront of The Gopher Manly (as a company, The Gopher Manly, was incorporated in March this year) which include, new fabric awning over the existing doorway to replace the existing; existing timber reveals and tiles to be removed and replaced with new timber mouldings to match the arched window and door architraves above the principal frame of the doorway; traditional cornice moulding below the architrave of the upper element and new exterior wall light with bronze plate displaying the business name.

The existing doors are to be demolished and replaced with new timber solid doors, timber stain to the surrounds with routed out elements and solid timber to match the exterior wall panels, surrounding the principal opening.
There will also be bullnose detailing around decorative timber panels; new feature tiling at the lower section of the wall on both sides of the doorway; and, expressed toe kick at the base of the frame and new tiling to existing entry.

The State Significant Development Application (SSDA) will be for three six-storey residential apartment buildings with 81 apartments and one to three storeys of basement car parking.
The site is located within 400m to 800m of the Mona Vale town centre as allocated by the State Government in its Low to Mid Rise Housing Policy which you can read about it more detail here.
For a R3 Medium Density Residential zone (which this is now classed as) within 400m to 800m from the town centre, up to 17.5m will be permitted. The building height is proposed to be 21.17m as the developer has opted in for the State’s affordable housing levy which means an additional 30 per cent height in exchange for ten per cent affordable housing.

In April 2025, the requested amendment to the Pittwater LEP 2014 was finalised, which rezoned the site from R2 Low Density to R3 Medium Density, included a clause to reduce Council’s affordable housing from 10 per cent to five per cent, and removed the site from the Minimum Lot Size Map.
However, the amendment did not abolish the restriction of dwelling density control (this provides a limit of one dwelling per 200sqm, which restricts the site to 30 apartments). This matter to abolish the dwelling density control is being considered as part of the SSDA process.
