Land and Environment Court approves six-storey building in Manly, South Curl Curl SLSC get upgrades and a $18m development proposed for Fairlight in this week’s DA Round Up

In this week’s DA Round Up, three development applications have been determined by the Land and Environment Court and Northern Beaches Local Planning Panel.

In Manly’s town centre, the Land and Environment Court signed off on a six-storey residential flat building at 18 Victoria Parade, following a conciliation agreement between the developer and Council over a modest height variation for rooftop lift access.

The Northern Beaches Local Planning Panel unanimously approved alterations and additions to the South Curl Curl Surf Life Saving Club, clearing the way for a new Rescue Patrol and Nippers Training Room and an expanded gym facility, subject to strict operating conditions.

The Panel also approved a three-storey, three-unit residential flat building at 71 Wood Street, Manly, with conditions targeting lift overrun height verification and bandicoot-habitat landscaping.

Over in Fairlight, a $18.15 million proposal has been lodged to demolish existing homes at 33-35 Fairlight Street and replace them with a four-storey, eight-apartment residential flat building.

There was an earlier approved development with six apartments, however, since this approval, the State’s Low to Mid Rise Housing policy has come into effect. The site is located with 800 metres walking distance of Manly’s town centre.

The NBLPP unanimously approved the proposed alterations and additions to South Curl Curl Surf Life Saving Club. The main works involve building a Rescue Patrol and Nippers Training Room, which will include a single-storey addition to the existing club building over an existing terrace fronting Carrington Parade. In addition, the DA includes the construction of a Performance Strength and Wellbeing Room, which will include enclosing existing stair access to enable the expansion of the current gym area.

The development has to adhere to conditions, among them they must develop a Plan of Management, hours of operation must be 6am to 10pm, noise capped at no more than 5dB(A) above ambient background and new lighting is required along the access ramp and entry to the training room.

During the exhibition period, 65 submissions supported the development while 10 objected, with the main concern being view loss which was determined as low-to-moderate and “reasonable” by the Panel.

The site is within the Manly Town Centre and falls under the Low to Mid Rise Housing Policy and therefore can be 22m in height (which is about six-storeys). However, the development is at 23.5m. The LEC found this acceptable as the additional height isn’t for additional living space, but for lift-stair access on the rooftop.

Among the conditions agreed to, the developer will need to provide Council with financial contributions and also protect the heritage-listed Norfolk Island Pines on Victoria Parade.

The NBLPP required the lift overrun to be detailed on the approved plans and independently verified before and after construction due to height-concerns raised during the exhibition period. Another condition is that the landscaping plan has to be amended and planted in line with Long-nosed Bandicoot habitat and tree canopy (not just general landscaping).
