The DA is to demolish the existing site structures (an AVIS car rental) and the construction of a shop-top housing development with 44 apartments, ground floor commercial space and four serviced apartments on the ground floor. There will be two levels of basement parking with 57 car spaces, including 8 disabled spaces.

On the ground floor there will be 304.2m² of commercial space with four serviced apartments behind the street facing commercial space.
The DA proposes for seven levels plus a communal roof terrace. The “podium” of the building, which is the part of the building built right up to the street edge, is proposed to be four storeys when local planning laws only allow for three storeys. However, the developer has pointed out the neighbouring development has a four-storey podium, so they’ve argued this is in keeping within design consistency.

This DA seeks development consent for the consolidation of two lots into one, demolition of existing dwellings and structures, and the construction of a 4-storey senior housing development with 18 independent living units (three × two-bedroom, 15 × three-bedroom) with landscaping, drainage, car parking, and associated works. The two-level basement car parking will have space for 36 resident cars and four visitor spaces.

The site is zoned R3 Medium Density Residential, which has a building height limit of 8.5m. However, as the development is for senior housing, it’s allowed an extra 3.8m, bringing the maximum building height to 12.3m. While the living areas of the building fall within this height limit, the roof shape and decorative edging at the top exceed the height limit by 51cm.

The Northern Beaches Planning Panel unanimously approved the construction of multi-dwelling housing for five dwellings over three storeys, each containing three bedrooms and internal access from each garage.

While 42 submissions were against the development, flagging concerns with the development being too large for the street, traffic, parking and construction noise, as the site is within Forestville town centre, the site and plan qualifies under the Low to Mid Rise Housing Policy.

The design was tweaked, including the front and back sections reduced to two storeys and setbacks were increased. Following these tweaks, Council recommended for the DA to be approved.

In 2021, Council issued Ripples Little Manly with a DA for alterations to the café which included a condition (Condition 53) that prohibits the sale of alcohol (the café operates as a BYO which it is permitted to do). The modification application is to revoke Condition 53 and allow for the sale and service of alcohol at the cafe.
The Northern Beaches Local Planning Panel unanimously agreed to approve the modification application with conditions.
The sale of alcohol is on a 12-month temporary permit – an extension would need Council’s approval two months prior to the temporary permit ending. No alcohol is allowed in the outdoor area after 10:30pm and alcohol sales must stop 30 minutes before closing.
In addition, a maximum of 32 seated patrons at all times, and all staff must complete Responsible Service of Alcohol training. Outdoor dining must close at 10pm and main doors must be closed after 10:30pm. For security and safety reasons, full CCTV coverage is required throughout the venue with 30 days of retained footage which police and regulators can access on request.
