Movin’ on up! Eight storey shop-top housing for Raglan St, Manly and a new Frenchs Forest motel approved: local development news

Manly Observer provides a weekly summary of development applications lodged with Northern Beaches Council in the last week.

The proposed DA is for an eight-storey shop-top housing development plus a basement car park. Currently, there is an approved DA (DA2022/2256), which was initially refused by Council and then approved by the Land and Environment Court with amendments, for a three-storey shop-top housing.

The amendment is the result of the LMR policy reforms that came in earlier this year (backstory here). In short, this site is zoned R3 Residential and is within the State-identified Manly town centre. Therefore, the site can apply for a shop-top development up to 24m in height. However, if the developer agrees to at least 10 per cent affordable housing (which this DA has included), they get an additional 30 per cent floor space and building height. This brings the height up to 31.2m. The proposed eight-storey building will have a maximum height of 28.6m (this doesn’t include the basement level car park as this is not included as a storey). The development will include three affordable units, which will account for 16 per cent of the total proposed floor space.

The Basement level will include 13 EV parking spaces (including 2 accessible parking space, 15 bicycle parking spaces and eight storage areas. The ground floor will be the main entry and will include a retail tenancy, eight EV parking spaces including two visitor spaces and one accessible parking space.

The first level will include the three affordable units, including a one-bedroom unit, a two-bedroom unit and a three-bedroom unit.

Levels two to seven will include the remaining 12 units: one x one-bedroom unit, eight x two-bedroom units and three x three-bedroom units.

The roof level will include a terrace and plunge pool for Unit 15.

The Sydney North Planning Panel unanimously approved the proposal after finding it consistent with the objectives of DCPs and zone objectives; provides a better site planning approach and enhanced architectural and urban design compared to the original scheme; and, agreed with Council that the modified development is substantially the same as the original approved development.

This is a request to modify DA2015/0901 which was approved by the NSW Land and Environment Court (NSWLEC) after being refused by the Sydney North Planning Panel for, “Demolition works, alterations and additions to the existing pub, construction of hotel or motel accommodation and retail liquor store.”

The construction of the site has been in three stages. Stage 1A: Site preparation, Dan Murphy’s and associated works. Stage 1B: Tavern (Forest Hotel) and associated works. Stage 2: Hotel and associated works.

This is stage 2, the construction of the hotel, that is linked to this modified proposal.

While the building has the same six storeys as the previously approved development, the height is reduced by 1.2m. Other changes to the approved scheme are:

  • repositioning and reorientation of the building on the site,
  • change in the location and design of the car parking structure,
  • reduced and/or altered front setbacks to Warringah Road and adjoining properties,
  • significant redesign of the architecture and urban design outcome,
  • changes to the landscape setting of the new development,
  • increase in the number of guest rooms from 100 to 146,
  • changes to the provision of car parking, stormwater and water quality management, and changes to the provision of rooftop plant and building signage.
