Manly Observer provides a weekly summary of development applications lodged with Northern Beaches Council in the last week.

The panel unanimously approved the modifications to the original DA2020/0008. The original DA proposed eight two-bedroom senior living units with 16 car spaces spread across two separate three-storey buildings.

The main changes were simplifying the roof design and entry ramp, enclosing outdoor emergency stairs to protect from weather, minor height adjustments, replacing metal exterior cladding with fire-resistant materials, adding a carpark exhaust duct and removing some trees (but replanting replacements).

Technically, enclosing the outdoor stairs increases the building’s floor space ratio which then exceeds the local planning laws; however, the building size and footprint doesn’t change. There was also a slight increase in the height, but the height remains lower than originally approved. Council recommended the modification proposal to be approved.

The Panel unanimously approved modifications to DA2021/1841 for demolition works and construction of a seniors housing development, which includes eight units and basement car parking.

The main change is adding 1.1 metres to increase the building height. This is needed for structural requirements, services and Sydney Water clearance. The floor area will also be increased by 28m². A new contemporary design look was proposed, and the parking was reduced by three spaces.

There were 17 objections against the development (therefore, the application was escalated to NBLPP) with concerns around the building being too tall and bulky, not fitting in with the neighbourhood, loss of views and privacy, loss of trees and green space and high retaining walls and fences.

After amendments were made, which included recessed solar panels, additional landscaping and privacy screens, Council recommended the application be approved.

12 Nailon Place, Mona Vale – DA2025/1101

Cost of Work: $2,343,000

The panel unanimously approved the proposal to construct three attached two-storey terraces and the Torrens Title subdivision of the completed development.

The panel noted that it is disappointing that no tandem parking was provided, however, parking requirements are non-discretionary; therefore, therefore cannot be used to refuse the application. The Panel, however, encouraged the provision of tandem parking in Lots 2 & 3 within the currently proposed building envelope.

Each terrace will contain a ground floor open-plan kitchen, living and dining area, powder room and laundry with stair and lift access to three bedrooms, bathroom and secondary living area. Each will have access to a single garage and storage access via driveways from Nailon Place.

The property is within 800 metres walking distance from Mona Vale town centre.
