A six-storey apartment building in Manly’s Heritage Conservation Area, a 146-room hotel in Frenchs Forest and more in this week’s Development Application Round Up

Manly Observer provides a weekly summary of development applications lodged with Northern Beaches Council in the last week.

This is a request to modify DA2015/0901 which was approved by the NSW Land and Environment Court (NSWLEC) after being refused by the Sydney North Planning Panel for, “Demolition works, alterations and additions to the existing pub, construction of hotel or motel accommodation and retail liquor store.”

The construction of the site has been in three stages. Stage 1A: Site preparation, Dan Murphy’s and associated works. Stage 1B: Tavern (Forest Hotel) and associated works. Stage 2: Hotel and associated works.

It is stage 2, the construction of the hotel, that is linked to this modified proposal.

The six-storey, 146 room hotel will include a ground level reception, drop off area for short term set down and pick up, a lobby area with self-check in facilities, luggage storage, a gymnasium, a back of house area, boardroom and visitor amenities.

There will be a 297 car park, with 115 on a basement level and 77 at ground level.

The developers, Endeavour Group, are “Australia’s largest retail drinks network and portfolio of licensed hotels”. While the hotel will not include a restaurant or pub, it’s on the same site as Forest Hotel and a Dan Murphy’s outlet.

If approved, ALH (Australian Leisure and Hospitality Group, Endeavour’s accommodation brand, will operate the hotel.

18 Victoria Parade, Manly – DA2025/1157

The DA seeks approval for the demolition of the site’s existing four-storey building and construction of a new six-storey residential flat building and a basement car park (19 resident car spaces, including two accessible car spaces), 11 apartments, and a rooftop terrace with spa pool erected over one level of basement car parking.

On the ground floor there will be one three-bedroom apartment and two two-bedroom apartments, on Level 1-3 there will be two three-bedroom apartments on each level, on Level 4 there will be one three-bedroom apartment and on level 5 there will be one three bedroom apartment. The roof terrace will have seating, an outdoor kitchen and spa pool associated with the Level 5 penthouse and accessed via internal stairs.

The site is not identified as heritage; however, it is located within the Town Centre Heritage Conservation Area and is within the vicinity of a number of locally significant heritage items. The Statement of Heritage Impact has identified that the proposal will not cause any unreasonable impact on the character of the Heritage Conservation Area.

As per the Low to Mid Rise Housing Policy and with the site zoned R3, the maximum building height is 22 metres with a maximum of six floors (not counting basement levels). The proposed building height is 23.5 metres. The applicant has prepared a special application to seek permission from Council to exceed the 22-metre height limit based on being within the maximum storey allowance.
