A home to be built behind Girdlers, North Narrabeen and more alterations on the Beaches in this week’s Council Development Applications

Manly Observer provides a weekly summary of development applications lodged with Northern Beaches Council in the last week.

1 Narrabeen Park Parade, North Narrabeen – DA2025/0181

Exhibition Period: 19/03/2025 to 02/04/2025

Cost of Work: $1,704,808

The proposal is to construct a single home at the rear of Girdlers in North Narrabeen which recently opened last year. There was previously a Development Application to rezone 1 and 3 Narrabeen Park Parade from R2 Low Density Residential to B1 Neighbourhood Centre and included a four storey structure with eight residential units and two commercial units and basement parking – this was rejected by Council.

This application is only for 1 Narrabeen Park Parade and proposes to keep Girdlers but demolish the rear of the existing building beyond the existing kitchen. The existing garage to the east end of the site will also remain. It’s proposed to build a single residence over two levels behind Girdlers and between the existing garage structure. No major excavation is proposed (under the previous DA there was major excavation which would have impacted local pine trees).

92 Narrabeen Park Parade, Warriewood – DA2025/0215

Cost of Work: $2,134,506

The proposal seeks approval for the modification of the existing consent which was approved via DA20213/0049; to seek approval for the demolition of the existing dwelling house and the construction of a new dwelling with a design substantially the same as that approved under DA2023/0049. During approved demolition works and site investigations, it was discovered that the existing structure is structurally inadequate and requires demolition and reconstruction.

Further to the demolition and reconstruction of the dwelling house, the application also seeks consent for the below modifications which are considered to be minor.

These include:

In the basement: recessed garage door, adjusted layout to basement, lowered slab to garage and driveway, window added to eastern wall and existing doors changed to slider.

On the ground floor, removed kitchen splashback window, screen outside front door removed, window to ensuite, ensuite sliding door changed to window, built in planters removed from main terrace and replaced with glass balustrades, bedroom 3 and dining door sizes to allow for recessed pocket (pocket to kitchen slider) and internal stair location changed.

On the first floor, terrace paving extends to concrete upturn hob, roof to terrace below solid (removed operable louvres), all at one level (removed step in roof), adjusted window line on southern wall and increased window head heights, trafficable balcony outside master bedroom, increased slider size to bedroom 2, increased window head heights, and solid roof over terrace.

280 Condamine Street, Manly Vale – DA2025/0142

Cost of Work: $876,961

The proposal is for minor demolition works and external alterations and additions to the existing nursing home.

This includes the demolition of the existing port cochere, pedestrian entry paths and ramps fronting the site on Gordon Street; the demolition of the existing structures within the private courtyard; the demolition of some existing walls within the building at ground level next to the building entry point and the reduction of existing masonry balustrade wall heights fronting Gordon Street. Construction includes a wider driveway connecting to Gordon Street for use by ambulance service; construction of glass balustrades for balconies facing Gordon Street and metal facade panels at the base of the building; construction of a landscaped roof over existing car parking spaces; construction of 2.4 metre high acoustic panels for the western private courtyard with a retractable roof awning; removal of existing cladding to the balconies facing east and west and the application of a new paint finish; construction of a raised herb garden within the western private open space area for the use of the residents; and construction of signage that identifies the site use fronting Gordon Street.

55 Binburra Avenue, Avalon Beach – DA2025/0189

The proposal is for alterations and additions to the existing home. The proposal involves: a lower ground-floor extension; relocating one first-floor bedroom and adding a new bedroom in the lower ground floor; reconfiguring the first-floor layout and updating the ground-floor PDR/bathroom; adding bike storage near the carport; and, alfresco area with a pergola accessible from the living room.

20 Raven Circuit, Warriewood – DA2025/0074

This application is for the construction of a double storey home with associated landscaping, fencing, and driveway.

On the ground level, there will be a garage, media room, bathroom, laundry, living/dining and kitchen with walk in pantry. On the first floor, there will be the master bedroom with walk-in-robe, ensuite and balcony, three additional bedrooms and bathroom and a rumpus room.

1100 Barrenjoey Road, Palm Beach – DA2025/0176

Cost of Work: $375,000

The proposal seeks to alter and add to the existing home. It’s proposed to add a new bedroom and an ensuite to the rear of the home. This will be stepped up to follow the topography of the site and thus prevent too much excavation. The proposed addition has been designed to sit above the majority of the land with only a minor retaining wall to the rear of the proposed addition. A new internal stair has been provided which is an extension of the existing internal stair.

13 Corrie Road, North Manly – DA2025/0216

Cost of Work: $334,950

Consent is sought to add a first floor to the existing home, including a living room, study and bathroom on the first floor, as well as internal alterations on the ground floor which includes staircase access to the first floor.

9 Willow Way, Forestville – DA2025/0182

Cost of Work: $271,370

The proposal is for a secondary home to be built at the rear of the property. It will includes two bedrooms, bathroom and living/kitchen/dining space with decking into the garden.

137 Whale Beach Road, Avalon Beach – DA2025/0183

Exhibition Period: 19/03/2025 to 02/04/2025

Cost of Work: $257,620

The proposed alterations and additions to the existing home involves a new dining room in place of the existing deck, new entry to the home including roof and skylights, new deck handrails, new Colorbond roof and new storage space under the dining room.

34 George Street, Manly – DA2025/0089

The proposal is for alterations and additions to the existing home and construction of a new shed. It includes constructing a new kitchen, new laundry (including reconfiguration of the rear laundry space), the demolition of the existing laundry and kitchen and addition of 7.2m2 on the ground floor. On the first floor, the construction of a new ensuite and bathroom, new bedroom (13.36 m2 addition) and new deck to bedroom.

The proposed development seeks consent for a new secondary dwelling including to construct a single storey secondary dwelling with an internal floor space of 53.89sqm with one bedroom, a living room, kitchen and bathroom, the retention of existing landscaping and pier and beam construction.

The proposal is for alterations and additions to the existing home. The home will continue as a single-storey structure, with the addition of a new carport on the eastern side at the front of the property and a store on the western side. These changes accommodate the removal of the existing rear garage and storeroom and include a new rear deck. A new driveway is proposed to provide compliant access, improving amenity while aligning with the design and character of neighbouring properties. The proposal incorporates a new roof over the ground floor additions, with the existing roof retained where feasible.

46 Bungaloe Avenue, Balgowlah – DA2025/0179

The proposal is for additions and alterations to the existing home and the construction of a new carport and associated landscaping.

The works proposed include minor demolition works to the eastern façade of the ground floor level to see the removal of a small addition at the rear and replacement with covered open decking and new glass doors on the eastern elevation. Also, an extension to the existing ground floor rear deck with fixed privacy screening along the northern elevation, and enclosed walls on the southern elevation, and roofing over the extended deck area.

External works include a new detached carport over the existing hardstand area, replacing existing astro turf with new landscape lawn area to the rear of the site and new landscaped areas within the side setbacks.

51 Wyndora Avenue, Freshwater – DA2025/0210

It is proposed to amend several elements of a recently approved complying development certificate (CDC2025/0082) for a new dwelling and ancillary works including the inground concrete pool and covered outdoor area. The location of the pool and covered alfresco were restricted by the requirements of the SEPP Exempt & Complying Development Codes 2008, as well as the location of small retaining walls required to support existing fill on the adjoining properties. The proposed amendments include: an increase in the length of the pool to 6m, relocation of the covered outdoor area east with a setback of 1.65m, and, the addition of several retaining walls required to either secure existing retaining structures, or level the turfed area between the pool and covered terrace.

The proposal is for the change of use of the premises to a recreation facility (indoor) gym. No building works will need to be carried out. The proposed hours of operation are to be restricted to: Monday to Sunday 6:00am to 8:00pm with a maximum class size of 20 and one staff member. There will be two carparking spaces allocated to the gym.

98 Beacon Hill Road, Beacon Hill – DA2025/0162

This proposal seeks approval for the change of use, to convert the existing outbuilding for use as a secondary dwelling. The only physical works proposed as part of this application relate to the provision of a rainwater tank to comply with BASIX and a new window to service the bathroom. The secondary dwelling will provide for a studio apartment comprising a combined bedroom/living room/kitchen, a dressing room and bathroom. There is an existing laundry within the main dwelling of the house with an external door on the rear façade. This will be utilised by both the primary and secondary dwelling.

47 Plateau Road, Avalon Beach – DA2025/0188

The statement is in response to a “Notice of Intention to give a Development Control Order” and the request for additional information which requested a “DA for Use” to be submitted.

The owner, who was not fully involved in previous application processes and did not fully understand the correct procedures, mistakenly assumed that since a more significant proposal was approved under DA N0698/05 and an attached studio was approved under DA 590/88, additional approvals would not be required. Unauthorised works include the removal of the connecting spiral staircase to the studio, on the ground level, infill of the floor-to-stair void and application of finishes and on the lower level, the construction of a link between the existing bedroom/lounge area and the lower-level bathroom/laundry area. In addition, an additional room was built, measuring approximately 6.4m x 2.5m, expanding the space by approximately 16m². This construction occurred on a previously paved area, partially covered by an overhead deck approved under DA 2942/84.

Lifeline Northern Beaches will be leasing the building which used to be a facility for the creation of shop-fittings and displays. LLNB intend to update their operating model to create a single Op Shop Network Operations hub, bringing together the back-of-house op shop operations into a single premises. The Lifeline Shop Network Operations & Recycling Hub will provide for: donations collection, repair and re-use; receipt and collection of donated goods (furniture, homewares, clothing, books etc); transformation (eg. steam, wash, press, repair, re-paint, conversion into other items and re-use; preparing goods (sorting, pricing, merchandising); enabling the recycling and re-use of pre-owned items; storage for the Lifeline Shops network (eg out of season stock, additional stock); logistics and processing for online business including logistics, styling, photography, curation, pricing, dispatch, fulfilment and storage. The facility will operate seven days a week: Monday to Saturdays 9:00am to 5:00pm and Sundays 10:00am to 4:00 pm.
