Two DAs linked to Narrabeen’s $144 million Indigo by Moran seniors housing State Significant Development proposal have been unanimously refused, while Mona Vale saw two residential flat buildings approved.
At 156-164 Ocean Street, Narrabeen, the site for the State Significant Development, which is still before NSW Planning (read more here), the Northern Beaches Local Planning Panel (NBLPP) unanimously refused a $2.2 million DA to demolish the old Wesley Taylor aged care facility, citing missing information on how the basement excavation would be stabilised and remediated, plus concerns about tree removal and driveway works spilling onto neighbouring properties.

The NBLPP also refused a DA seeking approval for a sales and display suite that had already been set up without consent (it was initially set up as a site office for the demolition of the building, but then converted into a sales office). Council said approving the unauthorised works wasn’t in the public interest.
At 1791 Pittwater Road, Mona Vale, the NBLPP unanimously approved a $4.67 million three-storey residential flat building with five apartments and basement parking for six cars.
Further along Pittwater Road, at 803 & 803A, the Land and Environment Court upheld an appeal for a $23.7 million, six-storey residential flat building with 22 apartments, after the developer and Council agreed on amendments to the initial plan.

NBLPP unanimously approved a three-storey residential flat building as recommended by Council.

The building will include five apartments with basement parking for six cars. The site is within the State’s Low and Mid-Rise (LMR) Housing Mona Vale Town Centre.
The building breaches the height limit, by 1.48 metres (15.5%), mostly due to a lift overrun and parapet, driven by the site’s slope. The breach was seen as minor, not visible from the street, and won’t hurt neighbours through shadowing, privacy or views.
Six neighbours objected, raising concerns about the building’s height/character, parking, privacy, and tree removal.

The developer and Northern Beaches Council came to an agreement with both sides, and the LEC, accepting changes to the original application.
These included bigger setbacks on the top two floors, less communal open space at ground level, more deep soil planting and new trees along the southern boundary, reconfigured apartments for better solar access and privacy and narrower pathways, shifted retaining walls, and a switch from a solid roof to an open pergola-style structure over one balcony.

Indigo by Moran, who has submitted a $144 million State Significant Development for a five-storey seniors housing development with 149 Independent Living Units and a 10-room residential care facility.
While that application is still with NSW Planning for determination, Indigo by Moran have submitted two additional DAs (this one and the one below).

A temporary site office was set up on the property to support demolition works, even though demolition works hadn’t yet started. So, without approval, the office was turned into a sales and display suite for the proposed new seniors housing development. Council’s Building Control team has issued a notice over the illegal works.
This DA is to get this office approved; however, Council recommended the Northern Beaches Local Planning Panel refuse the application. Council said approving illegal works was not seen to be in the public interest.
Eleven residents objected to the development, raising issues like traffic, illuminated signage, surveillance cameras, and Aboriginal heritage. However, Council noted none of these are relevant to this application as the building was legally built, but the conversion into a sales office is the issue.
The NBLPP unanimously refused the application.

NBLPP unanimously refused the demolition of the old Wesley Taylor aged care facility at the site of the proposed State Significant Development Indigo by Moran. This was in line with Council recommendations.
The refusal was mainly due to missing information. The application sought to demolish the basement carpark, but didn’t clarify how extensive the excavation would be and how the hole would be stabilised and remediated. Geotechnical and Aboriginal heritage reports submitted as part of the application were actually prepared for the SSD application, not this specific DA and Council said they didn’t properly address the impacts of the demolition.

There were also concerns around tree removal and driveway works spilling onto neighbouring properties not covered by the application.
The application drew 155 submissions, almost all objecting, raising concerns about tree loss, groundwater and structural stability, Aboriginal heritage, and fears the site could become an indefinitely vacant brownfield site (as the SSD application is still being assessed by NSW Planning).
