Dee Why RSL has submitted a State Significant Development Application to expand on the existing Oceangrove Seniors Living Village with approximately 103 Independent Living Units (ILU), including ten affordable housing units, and construction of a centre-based childcare (the current childcare will be demolished as part of the works) and a gym, including basement car parking.

The RSL is seeking the State Government’s approval to permit building almost three times the height currently permitted at the site. While site zoning is R3 Medium Density with a height limit of 12m, the application seeks to amend the Warringah Local Environmental Plan 2011 to increase the building height to 32.4m (or nine storeys).
The site currently contains Dee Why RSL Club and seniors housing (known as Oceangrove), as well as residential dwellings, a vacant commercial tenancy and a childcare centre. No works are proposed to the existing Oceangrove building aside from vehicular and pedestrian connections and infrastructure/landscaping works.

The SSDA is for the demolition of existing structures at 2, 6, 10, 16 Dee Why Parade, 2 Clarence Avenue and part of 932 Pittwater Road, Dee Why. Construction would be for two residential flat buildings with basement car parking, 103 Independent Living Units ILUs (34 two-bedroom units and 69 three-bedroom units), two two-bedroom units for onsite staff, 10 one-bedroom affordable ILUs, a centre-based childcare, a gym, communal facilities for the ILU’s, landscaping and communal open spaces for the ILU’s and associated infrastructure works landscaping.
The construction would be undertaken in multiple stages to minimise disruption to existing Oceangrove residents. The existing Oceangrove seniors living development is operating at full capacity.

NBLPP unanimously approved a five-storey mixed-use building with 23 apartments (11 two-bedroom and 12 three-bedroom units), including six allocated as affordable housing, three retail tenancies and ground level, two basement car parking levels (with 46 spaces in total), a rooftop communal terrace and 24-space bike storage.

One of the main issues with the now-approved development was the height. The maximum height is usually 13m, however, under the State’s Low to Mid Rise Housing policy, the development allows for a 30 per cent increase in height due to including affordable housing within the plans. This takes the height limit to 16.9m, however, the height of the building is 19.705m because of the rooftop terrace. In its assessment report, Council found the reasons for the additional height to be reasonable, and the NBLPP agreed.
