Multi-storey building in Ocean Street, Narrabeen and The Collaroy’s internal upgrades in this Week’s Council Development Applications

Manly Observer now provides a weekly summary ofthe development applications lodged with Northern Beaches Council in the last week.

140 – 142 Ocean Street, Narrabeen – DA2025/0173

Cost of Work: $12,820,914

The proposal seeks demolition of the two freestanding homes and combining the lots to construct a residential flat building which will comprise a part two- and three-storey building with rooftop terrace (for exclusive use of Apartments 6, 7 and 11 and which includes the installation of a freestanding spa pool) erected over a single level of basement carparking.

There will be a total of 11 apartments and will include a new 5.5m wide driveway and crossing located adjacent to the southeastern corner of the site. Pedestrian entry to the site is to be via a new entry located adjacent to the northeastern corner of the site which then connects with a graded pathway connecting to the main entry which is located centrally within the northern side elevation of the development.

The development incorporates one x two-bedroom and 10 x three-bedroom apartments and includes a new spa pool located to the balcony provided as part of the entitlement of apartment No. 11.

Within the basement car parking, there will be a total of 22 car space, 19 of which will be resident spaces, and the remaining three will be visitor spaces. There will also be provision of bicycle parking, storage areas, bulk waste storage and stair and lift access to all levels.

“The Collaroy”, 1060 – 1066 Pittwater Road, Collaroy – DA2025/0175

Cost of Work: $238,700

This development application is for internal alterations to non-significant heritage fabric, including relocating the interlinking internal stair to a different location which will require the relocation of the main bar on the ground floor and the extension of the first floor bar. The only external works are the relocation of the existing pizza flu which will be located approx. 8.5m behind the façade of the building and not be visible due to the site lines and the pitch of the existing roof.

The proposed physical works include:

Ground floor demolition: remove floor finish around stair, remove stair, remove main bar, remove glass washing area walls and remove kitchen equipment.

First floor demolition: remove stair, remove bar joinery, remove infill slab for new stair location and remove pizza oven.

Ground floor construction: new stair, new main bar in new location, new lightweight walls, relocation of kitchen joinery and pizza oven and reconfiguration to kitchen area and glass wash.

First floor construction: new stair and extension of west bar.

This proposal seeks approval to alter and add onto the existing dwelling including the construction of a new swimming pool. On the garage level, there will be no changes. On the ground floor level, there will be a reconfiguration to provide for four bedrooms, bathroom, toilet, living area and laundry. All works will be contained within the existing footprint. On the first floor, there will be the addition to the south of the existing first floor level including a new balcony, the creation of a balcony to the rear northwest corner and the internal layout will provide for kitchen, living/dining room, powder room and study. The internal stair between the ground and first floor will be relocated. A swimming pool will be constructed in the rear yard, towards the northeast corner.

The proposed development comprises alterations and additions to the dwelling house including internal reconfiguration of the ground floor level and extension towards the west, and reconfiguration and expansion of the first floor level towards the south and west. Lower ground floor alterations include the installation of a passenger lift extending to the ground and first floor levels above. The lower ground floor level accommodates off-street car parking for two levels, ancillary storage space and access to the passenger lift. Ground floor level works include internal reconfiguration of the existing floor space and expansion towards the west. The ground floor level accommodates a study, nursery, the main living rooms and amenities. The main living rooms have access to the expanded terrace orientated towards the north. First floor level works include internal reconfiguration of the existing floor space and expansions towards the south and west. The first floor level accommodates five bedrooms, a study and amenities. The master bedroom and three additional bedrooms have access to balconies orientated towards the east and north.

The application is for alterations and additions to an existing dwelling, including the constructing of a swimming pool. On the lower ground floor, the existing garage, driveway, paths and entrance will be demolished and construction of a 4th bedroom/flexi room, office, bathroom, landing, entrance and staircase to ground level and double garage with built in storage and driveway. On the ground floor, the existing bedrooms, kitchen, bathrooms and rear terrace will be demolished and construction of a master with ensuite and walk-in-robe, bathroom, two additional bedrooms, hall with stairs, lounge opening onto refurbished front terrace with roof garden (over garage), kitchen/dining, laundry, rear uncovered alfresco area. A swimming pool will be constructed in the rear yard, as well as, new front fence and gates and landscaping.

9 Rowan Street, Mona Vale – DA2025/0172

Cost of Work: $580,000

This application proposes minor demolition to facilitate the below works and will include the detached shed. On the ground floor, there will be a new double carport (which will replace the existing) with additional storage opportunities, a lift to provide access to the first floor from the carport, and the addition of a master bedroom with walk-in-robe and patio area. On the first floor, there will be a new balcony, two additional bedrooms, and reconfiguration to create a laundry.

1/63 – 67 The Corso, Manly – DA2025/0155

Cost of Work: $505,450

The proposal is for Shop 2, 63-67 The Corso, Manly to be used as a food and drinks premises, namely Get Sashimi Pty Ltd. This DA is for building alterations and additions including the demolition of the existing structures, construction of new fit out works across the ground and mezzanine levels, the replacement of existing signage with new signage, and the construction of a new doorway at the rear of the premises enclosing a relocated sprinkler booster.

45A Riviera Avenue, Avalon Beach – DA2025/0167

Cost of Work: $475,000

The proposal seeks consent for a double garage and a secondary dwelling to an existing main dwelling. On the ground level, a new double garage north of the dwelling will be constructed. A new lower ground level detached secondary dwelling will be constructed, located below a portion of the new double garage and over an existing timber deck. The secondary dwelling will be 51sqm and consist of a bedroom, bathroom, laundry and open plan living/dining/kitchen area with a deck off the back area.

As there is no access via Capua place it is proposed that a stair be constructed, starting outside the boundary and continuing up the stone escarpment to the top of the allotment. It will provide an easier access to the bins and will also be used as a fire escape.

7 Truman Avenue, Cromer – DA2025/0039

The proposal seeks consent for alterations and additions to an existing dwelling. The proposed additions and alterations are as follows: new extension is proposed to the northwest and southwest, rear of the property; new entry portico roof to front of the dwelling; a portion of the rear flat roof to be removed and replaced with a new Colorbond gable roof with raked ceiling extending over the rear patio area; bedroom 2 extension with proposed sliding door and small paved area; new window, balustrade and privacy screen to the front, East-side of the property around the existing balcony; new windows to the proposed kitchen and lounge room area; existing kitchen to be relocated to the new rear section of the dwelling with the current area to form a new bedroom; bedroom 2 to be reduced; existing laundry to form a bathroom and for the floor level raised to match the upper floor level; new laundry to be located in a cupboard; and, existing bedroom 3 and 4 to be relocated and area to form part of the addition, creating a new living, dining and kitchen area.

9 Blandford Street, Collaroy Plateau – DA2025/0171

The proposal is for alterations and additions to the existing dwelling. This includes demolition works; alterations and additions to the existing ground floor, including: conversion of the existing carport into a garage and alterations to the front façade to provide new entrance, window seat and planter; alterations and additions to the yet to be constructed first floor, including: alteration to stair configuration, new front balcony adjacent to living room, extended balcony adjacent to main bedroom and new roof over garage and entrance below. There will also be alterations and additions to the existing rear cabana and storage, landscaping, and stormwater infrastructure.

41 Whistler Street, Manly – DA2025/0160

Cost of Work: $287,870

The proposed alterations and additions are limited to the existing attic space and the existing ground level courtyard. The new roof replaces the existing folded form metal roof, with a similar articulated form set back from the original building line. The extended party wall height is proposed to match that of number 39 Whistler Street with the new roof set down from the parapet. Alterations on the attic level include to demolish and replace the existing roof, modify the existing stair, ensuite, attic study and deck, install new skylights and new retractable awning over the existing deck. On the ground level, the dining room will be extended, the glazed doors will be moved and new skylights will be installed.

The proposal is to undertake fit out works for a Pilates studio. Operating hours will be 6:00am to 8:00pm on weekdays, and 6:00am to 6:00pm on weekends. A CCTV security system will provide 24-hour surveillance of the premises’ inside and outside. It’s anticipated a maximum patron capacity of 26 patrons at any one time.

This development application seeks to subdivide Lot 6 DP 771621 into two Torrens Title lots, comprising: Lot 1 (1,580m2) containing the existing substation and Lot 2 (2.68ha) containing the remaining surplus land. This DA does not seek consent for any physical works as part of the subdivision nor does it propose a specific land use for either lot with the existing use maintained. Both subdivided lots would retain their existing vehicular accesses. The proposed subdivision would not preclude any future development on the site.
