Manly Observer first revealed major plans for a record-breaking 39 storey tower, two 35 storey towers and a host of other smaller buildings for Brookvale in our first print newspaper in September 2025. Now, the Warringah Mall site concept plans are back and bigger than before: proposing not one but two 39-storey buildings, two 36-storey buildings, a 34-storey building, a 32-storey building and then buildings with 21 storeys and under (all the way down to a two-storey building). Meanwhile, over in Mona Vale, note plans for a four-storey residential flat building near Mona Vale golf course has been submitted, while senior housing is planned for Beacon Hill.

Scentre Group (owner of Westfield Warringah Mall) plans to redevelop the site into a mixed-use precinct with housing, retail, and open space. Manly Observer previously reported on their plans (read about it here), which have recently been updated to include buildings taller than originally planned.

This development is still in its early stages, and therefore future changes could continue, but at the moment, this is where things are at.
In 2025, the concept proposal saw 1,500 dwellings with a maximum height of 129m (ten towers with storeys ranging from 12 to 39 storeys). This new concept proposal, submitted earlier this year, sees an increase in dwellings to 1,600 and up to 135m in height. While the same number of buildings appears in the diagrams, the building heights have changed. In the 2025 concept diagram, there was only one building with 39 storeys, two with 35 storeys, and the others from 29 storeys and under.

In the 2026 updated concept diagram, there are now two 39-storey buildings, two 36-storey buildings, a 34-storey building, a 32-storey building and then buildings with 21 storeys and under (all the way down to a two-storey building).

For context, the tallest building on the Northern Beaches is the Meriton Lighthouse tower in Dee Why which stands at 17 storeys, making the Warringah Mall tallest tower proposal double the height of the Lighthouse.
Another notable change is the updated plans see more floor space dedicated to residential and non-residential floor space (e.g. retail) halved (from 31,870sqm to 14,270sqm). Public open space is slightly reduced from 5,730sqm to 5,000sqm, and the five per cent affordable housing contribution remains the same.

Another note is that the updated concept proposal seeks the Warringah LEP maximum building height to be amended to 129m (as per the original 2025 proposal), even though their development plans show a maximum building height of 135m. This may be due to the affordable housing allowing additional height above the limit (as we’ve seen in the State’s Low to Mid Rise Housing Policy where the including of affordable housing allows the developer additional height beyond the maximum allowed).
Stage 1 works have changed from constructing two towers to the construction of one 36-storey tower of 124m which would house 310 dwellings (reduced from previous plans of 350 dwellings over two towers). Previous Stage 1 works included constructing a town square, a park, and relocating the bus terminal. However, in the updated works these have been dropped, and it is mainly about the tower with about half the open space than planned.

Documents show Scentre Group plans to lodge the official State Significant Development Application by the end of August 2026.

A proposal for a four-storey residential flat building near Mona Vale golf course, which would see 15 apartments over a single-level basement car park.

Within the basement, there would be 35 car parking spaces, while the ground level would have four three-bedroom units, level 1 would have two two-bedroom units and two three-bedroom units, level 2 would have four three-bedroom units and level 3 would have three three-bedroom units.

The site is zoned R2 Low Density, which allows a maximum height of 9.5m. However, as the location is within 800 meters walking distance from the State-appointed Mona Vale Town Centre, it falls within the State’s Low to Mid Rise Housing Policy. As three of the apartments have been allocated as affordable housing, to be managed by Bridge Housing for 15 years, the development can have an additional 30 per cent height bonus. This brings the proposed building height to 12.35m.
