Another towering development proposed for Mona Vale, function rooms above Felons and Dee Why Seafoods soon to be replaced with approved five-storey shop-top housing in this week’s DA Round Up

Proposed hours of operation are consistent with the most recent development consent for the site under DA2018/1418: 8:00 am to 11:00 pm Monday to Thursday; 8:00 am to 1:00 am Friday and Saturday; 8:00 am to 12:00 am Sunday.

The total maximum proposed patronage capacity is 507 patrons. Events 1 is to have a maximum capacity of 300 patrons if operated independently. Events 2 is to have a maximum capacity of 207 patrons if operated independently.

The Northern Beaches Local Planning Panel unanimously approved the amendment to DA2025/0718, which was previously approved for the construction of a four-storey shop-top housing with two levels of basement parking, two ground-floor retail tenancies and three storeys of six residential units.

This amendment requested an increase in the development to a five-storey shop-top housing development and included affordable housing (to allow for the additional height).

There will still be two levels of basement car parking, and only the ground floor level will include retail tenancies.

The remaining levels will include two three-bedroom units (one will be an affordable housing unit to be managed by an external housing provider for 15 years), and five four-bedroom units.

While the maximum height limit is 13m, with the additional affordable housing unit, this extends the maximum height to 15.94m. The development will still be taller than this at 17.03m at the front, and 18.96m towards the back due to roof services like a hot water plant.

The developer argued that the additional height is justified due to neighbouring four to five storey buildings, and there would be no additional view loss or overshadowing or privacy concerns.

2-4 Gladys Avenue, Frenchs Forest – DA2025/1215

Determination: Approved

The Panel unanimously approved the amendment to a previously approved DA (DA2023/1751). The original approval was for a residential apartment development with 28 apartments, and included provision for affordable housing under the Council’s affordable housing scheme.

The amended approval has a similar look and feel, however, it will have an additional basement level increasing the car parking to 60 spaces in total, three additional floors, increasing the apartments to 40 in total and relocation of the waste collection area within the basement.

The developers submitted the amendment after the State’s Low to Mid Rise Housing policy came into effect, allowing for additional heights, particularly as the site is located within 400m of the Frenchs Forest town centre.

Therefore, the affordable housing component will be 20 per cent gross floor area in total (meeting both Council and State schemes) and the development will take the opportunity of the additional height allowances under the State’s scheme.
